EveryMind is an accredited child and youth mental health organization that provides a continuum of high-quality mental health services for children, youth and their families who are experiencing or are at risk of experiencing mental health issues.
Summary Of Function Reporting to the Chief Officer, System Planning & Accountability , the Manager, PMI is responsible for leading and coordinating organizational efforts in performance measurement, quality improvement, client safety, program evaluation, and decision support. This role ensures that data-driven strategies are implemented to support continuous improvement and align with strategic priorities. The incumbent will identify the information needs of EveryMind’s child and youth mental health services ensuring the development and implementation of data-driven solutions to improve organizational performance and decision-making. The Manager, PMI, also ensures that evaluation and improvement activities meet standards for design, methodology, ethical protections, analysis, interpretation and reporting in keeping with the organization’s mission, vision, values, philosophy and annual service plan.

Responsibilities
- Ensure the delivery of high-quality decision support services through the integration of best practices in the areas of performance measurement, program evaluation, quality improvement, client safety, and data analysis/reporting.
- Develop, implement, and support performance measurement and decision support systems, evaluation, quality improvement and client safety frameworks within the organization.
- Support and encourage organizational development and improvement through data-driven solutions, quality management and best practices.
- Initiate organizational projects, enhance decision support systems and guide the implementation of a performance measurement approach that supports organizational goals.
- Hire, train and develop a team of professionals to enable the provision of high-quality decision support services, performance measurement, program evaluation, quality improvement, client safety/risk management.
- Provide input into the organization’s strategic planning and decision-making processes using data-driven solutions.
- Ensure appropriate use of financial resources by maintaining and monitoring departmental budgets, activities and work plans.
- Enhance performance measurement, quality improvement, program evaluation and client safety/risk management practices and create approaches to decision support services that are aligned with and measure organizational goals and accountabilities.
- Undertake diverse evaluation projects across a variety of program areas within the organization and support system-level decision support projects.
- Design evaluation and quality improvement projects in collaboration with clinical teams, management, funders, and other professional colleagues.
- Design and test data collection instruments, and collect and analyse qualitative and quantitative data from surveys; interviews; focus groups; case studies; and document literature reviews.
- Identify information needs of the organization and present information in a manner that is understood, supports decision-making and is utilized/actioned by management and staff and ensure the translation of data into actionable insights, develop performance metrics and advise on strategies for effective data utilization.
- Ensure evaluation projects meet research standards for design, methodology, ethical protections, analysis, interpretation and reporting.
- Develop and maintain professional links with performance measurement, program evaluation, quality improvement, decision support and clinical research communities.
- Represent the organization at meetings and other forums with a variety of agencies, groups and organizations.
- Undertake other projects upon request and as time permits.
Knowledge, Education And Experience
- Master’s degree or equivalent in a social science or health related discipline, health information, performance improvement, or related field.
- Seven to ten years of experience in performance measurement, program evaluation, and continuous quality improvement, client safety and decision support activities.
- At least three years of directly related leadership experience in managing teams, in social services, health services or the children & youth mental health sector.
- Knowledge of performance measurement, evaluation, quality improvement, client safety/risk management and decision support issues in a clinical setting.
- Knowledge of the development and implementation of performance dashboards, scorecards and key performance indicators (KPIs).
- Demonstrated proficiency with Microsoft Office applications, the use of data analysis tools, business intelligence, data visualization and statistical applications.
- Extensive experience with databases, data management and decision support processes.
- Ability to design and implement evaluation and quality improvement projects, performance measurement and decision support systems that support organizational strategic goals and objectives.
- A solid understanding of data collection and performance measurement concepts, as well as the importance of interpretation, evaluation and knowledge translation within the mental health system/sector.
- Excellent conceptual, analytical, oral and written communication skills.
- Valid Ontario’s driver’s license, use of a vehicle and the ability to work in a variety of settings.
- Demonstrated sensitivity and awareness of cultural diversity issues.
- Immunizations required, as per organizational policies.
- Ability to work in a Hybrid work setting with on-site presence based on team and organizational needs
