Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. We are seeking a dynamic and results-driven Program Manager, to join our PMCOE team. As a Program Manager, you’ll be at the helm of driving complex, enterprise-wide projects that require extensive organizational involvement and seamless stakeholder integration. These can include Metrolinx business transformations, service improvements, regulatory compliance initiatives, or capital construction projects. In this role, the Program Manager will oversee every project phase, from planning to close out, ensuring projects are delivered on time, within budget, and aligned with Metrolinx goals. Your in-depth project management expertise will be essential in navigating challenges, recovering at-risk projects, and ensuring all initiatives meet their objectives. What will I be doing?
- Lead project management efforts across multiple Metrolinx teams and business units to ensure the successful completion of complex, enterprise-wide projects.
- Develop and implement comprehensive plans across a variety of project types ensure seamless integration of all project requirements and stakeholder needs.
- Manage every phase of project delivery, ensuring projects meet defined objectives, schedules, and budgets, while maintaining high PMCOE standards of quality.
- Work closely with internal Metrolinx teams and external partners to define project requirements, develop implementation plans, and ensure all aspects of the project delivery are integrated.
- Triage and turnaround at-risk projects through root-cause analysis, developing and implementing remediation strategies to improve execution and achieve success.
- Build and maintain strong, trusted relationships with a wide range of stakeholders and vendors, ensuring effective communication and successful project outcomes.
- Provide expert guidance on project scope, risk management, and quality assurance, ensuring that all projects deliver on their intended outcomes.
- Lead the development of proposals, evaluate submissions, and manage procurement activities to align with the overall goals of enterprise projects.
- Engage extensively with Metrolinx senior executives on project strategy, planning, and execution, including delivering updates on project performance, along with insights and recommendations to support strategic decision-making.
- Identify and implement process improvements to enhance PMCOE project management practices and increase efficiency, promoting best practices and methodologies across the organization.
- Contribute to building organizational project management maturity through coaching and mentoring project teams, helping them grow their capabilities and improve performance.
What Skills and Qualifications Do I Need?
- A degree business administration, engineering, public policy, or a related field. Valid PMP certification is required, with additional Scrum Master, Lean, Agile and/or Scaled Agile (SAFe), ITIL Foundation, considered beneficial.
- Proven track record in project management, with demonstrated years of related experience leading complex projects across various sectors (IT, construction, business transformation, service improvement).
- Strong understanding of project management methodologies, including Lean, Agile, and Waterfall with extensive experience using various project management software applications, such as Oracle Primavera, Microsoft Project, Jira, to plan, track, and manage projects efficiently.
- Strong understanding of Microsoft PowerBI, project KPIs and data analytics, including the design and use of digital reporting.
- Demonstrated ability to lead diverse teams, inspire collaboration, and drive projects to successful completion, with the ability to deliver results.
- Ability to provide expert advice to senior leaders, contribute to the development of project options, recommendations, and implementation strategies.
- Experience in budget management, forecasting, and ensuring projects are delivered within financial constraints.
- Proficient in identifying, assessing, and mitigating risks, with a focus on proactive problem-solving and effective communication.
- Strong knowledge of project scope definition, contract management, and quality assurance processes, including differing procurement models.
- Excellent ability to communicate complex ideas and project updates to a wide range of stakeholders.
