Reporting to the Senior Data Architect, the Data Architect will play a lead role in and implementing the Government’s Data strategy, architecture, and processes as one of the domains of enterprise architecture practice. The Data Architect will act as a domain expert for several knowledge areas of data management such as data integration, migration and modelling for enterprise level applications.
The Data Architect provides subject matter expertise to support strategic initiatives by developing standards, processes, and best practices to align data initiatives with the broader enterprise architecture framework.
The Data Architect ensures their work adds value by meeting the goals set by the ITSS Strategic Plan, the Digital Strategy and IMIT Foundations of the Government of PEI and provides subject matter expertise and recommendations to ITSS Senior Leadership and the Deputy Minister's Digital and Information Advisory Council (DIAC).
Duties will include but are not limited to:
- Domain Leadership: Act as the Subject Matter Expert (SME) in data architecture best practices, data architecture design patterns, and data management relating to reference architectures, service-oriented architecture, micro-service architecture, and available off-the-shelf components.
- Maintain data architecture standards and guidelines including best practices, processes, and associated templates.
- Track business and technology trends and recommend new opportunities, solutions, tools, and approaches.
- Develop solutions to enterprise data issues: Lead and contribute to a variety of deliverables that support information management and evidence based decision making.
- Support the implementation of enterprise data-driven solutions to satisfy the Government’s business intelligence needs.
- Implement enterprise solutions for data lineage and data dictionaries across the data stores.
- Provide consultant service for IT projects: Translate business requirements into data models and collaborate with business/IT teams.
- Develop an understanding of business needs and translate them into data models.
- Define data entities, relationships, attributes, and hierarchies for data integrity.
Minimum Qualifications:
- Post-Secondary diploma or preferably a degree in Information Technology, Computer Science, Computer Engineering, or a related field.
- Extensive experience in the Systems Development area of IT Considerable experience in data architecture or data modeling.
- Experience working with various on premise and cloud database technologies.
- Extensive experience in developing, deploying, managing, and supporting real-time mission-critical databases.
- Experience applying data standards and data management techniques in development environment.
- Demonstrated equivalencies will be considered.
- Excellent data modeling skills (logical, physical, semantic, and integration models) including normalization, OLAP/OLTP principles, and entity relationship analysis.
- Knowledge of database security, backup and recovery, and performance monitoring standards.
- Solid understanding of product management, agile principles, and development methodologies.
- Knowledge of Systems Development Life Cycle and project management principles gained through experience working in a technical project environment, DevOps, or Operational sustainment environment.
- Excellent communications, interpersonal, and relationship management skills, and the ability to interact professionally with all levels of staff and external stakeholders.
- Advanced organizational skills with demonstrated ability to be flexible, set priorities, and manage competing deadlines.
Other Qualifications:
- Experience in architecting big data solutions using tools and technologies like ETL, BI, and programming languages.
- Experience mapping key Enterprise data entities to business capabilities and applications.
- Experience in migration of database and analytics services to Azure; Oracle experience would be a definite asset.
- Experience with metadata management.
- Experience creating a Data Management plans.
- Familiarity with DMBoK (Data Management Body of Knowledge) and TOGAF (The Open Group Architecture Framework).
