Job Description:

Position Purpose summary: The Program Supervisor will provide supervision and support for the Deborah’s Gate Safehouse program as required by The Salvation Army Illuminate policies, procedures, and funding contracts. The scope of work will also include coordinating program and case management for all Safe House Clients to assist in disrupting the cycles of human trafficking.

KEY Accountabilities:

Supervisory

  • Assist Manager in the coordination and delivery of designated programs for safehouse clients, taking responsibility for residents, staff, and the department in the absence of program Manager
  • Assist in the supervision of staff, volunteers, and practicum students, which may include scheduling, performance management, hiring, training, and staff development
  • Assist Manager in handling on-call support for emergent situations and staff coverage as needed.
  • Ensures that programs are operated in accordance with the mission, vision, and values of The Salvation Army, and with applicable contract(s) and or agreements
  • Establish and maintain proper database records and files
  • Prepare and submit monthly, quarterly and annual statistical reports as required
  • Delegate & coordinate completion of tasks to program support staff as per their job descriptions, filling in where required during absence of the Manager.
  • Monitor behavior: intervene in crisis situations, provide appropriate emotional support, non-therapeutic crisis counseling, advocacy, correction, and accountability as required
  • Represent Illuminate programs, liaison, collaborate and consult with professional supports, training and service providers where applicable.
  • May provide alternate support to and or assume functions in other program areas and positions as needed

Case Work

  • Oversee case management of program clients, including intake and orientation to policies, procedures, program expectations, and day-to-day operations; as well as client discharge and aftercare planning process
  • Ensure the implementation of case management systems and tools, including case planning, goal setting, psychosocial rehabilitation, referrals, community collaborative case planning, and other direct services to clients
  • Conducting case note audits & service delivery reviews; coordinating with staff to facilitate Case Management Meetings, providing information on the outcomes of the program and the progress of each resident to Management on an ongoing basis
  • Coordinate with clients and staff for resident appointments, community referrals, and accompaniment; liaise with in-house and community resources, developing new agency working partnerships, and encouraging community involvement in programs
  • Facilitate Resident floor meeting, keeping clients informed of relevant up-to-date information, and implementing resident feedback opportunities
  • Monitor room and common area conditions, complete room inspection, work orders, clear rooms and client areas of client items by packing and storing, discard or abandoned items, and prepping rooms for new client move-in

Program Delivery

  • Support the development and facilitation of life/living skills sessions and assist in the development and innovation of new and existing programs and projects.

  • Ongoing maintenance of resources, facility library, and message boards

  • Work collaboratively alongside partnering programs, internal departments and external agencies to provide meaningful programs to clients

  • Perform other duties as assigned

MANAGERIAL RESPONSIBILITY:

Reports directly to: Manager of Anti-Human Trafficking Programs

Direct reports for this position: This position may have up to 15 direct reports and be expected to provide guidance, coordination, support and delegation to coworkers, volunteers, practicum students or community partners.

FINANCIAL AND MATERIALS MANAGEMENT:

  • Regular responsibility for minor financial matters and wise use of own resources.
    • Minor material responsibility (access to personal and confidential information).
    • Uses or maintains organization assets, including vehicle, computer, cell phone and office equipment, in accordance with established guidelines.

Working Conditions:

  • Responsibilities will involve working from a designated workstation, but will also involve movement through the residential areas, and general building.
  • Direct program activities may require a moderate level of physical ability - walking, standing, lifting up to 20 pounds – to effectively carry out the duties of the position.
  • Responsibilities will also include accompaniment of clients traveling by public transportation or walking in various weather conditions.
  • The employee may at times be subject to hazardous or disagreeable conditions in the performance of their duties.
  • Working conditions may include:

Verbal Abuse

Exposure to bodily fluids and bodily waste

education and experience Qualifications:

  • Completion of a formal post-secondary/college program of two academic years in Social
    Service or another related field.

  • Current Certification in First Aid/CPR or willingness to be trained.

  • Certification in Non-Violent Crisis Intervention or MANDT

  • WHMIS or willingness to be trained

  • Certification in FOODSAFE Level 1

  • Mental Health First Aid Certification

  • Current Naloxone Training

  • Valid Class Five BC Driver’s License and clear abstract

  • Alternative level of education and experience may be acceptable at the discretion of management

Experience and Skilled Knowledge Requirements

  • At least two (2) years of experience working in case management
  • Preferred 1 year of experience working in a live-in program
  • Proficient in Microsoft Office (including Word and Excel, PowerPoint), Outlook, and Internet Navigation and General Computer Skills
    • Strong knowledge of trauma-informed practices in working with marginalized and exploited populations

Compensation:

The target hiring range for this position is $26.35 to $32.94 with a maximum of $39.53.
