Ready to be part of the action? Reporting to the Director, Core Regulatory Functions, the Market Analyst conducts surveillance of products listed on the Bourse de Montreal Inc. (the “Bourse”), to assess compliance of trading activities with Bourse rules, and to ensure market integrity. The Market Analyst is also responsible for documenting any complaints received from approved participants, investors and/or the Market Operations Department for the purpose of issuing recommendations and/or referring these to the Investigations service or other regulatory bodies.
This role is Hybrid role (2 - 3 days in office) - based in Montreal, QC Key Accountabilities
- Conducts market surveillance in order to identify possible violations of the Bourse’s Rules;
- Analyzes market data and alerts generated from the surveillance tools, produces reports, and makes recommendations to the Director;
- Ensures compliance with position limits, and conducts the necessary follow-ups and analyses in order to manage and process exemption requests related to prescribed position limits;
- Handles complex problems efficiently and independently in order to recommend solutions;
- Conducts preliminary analyses following the receipt of complaints from approved participants, investors, or the Market Operations Department, among others. Compiles, processes, and documents complaints received. Sends information requests to approved participants in order to obtain the necessary documentation for the analysis file, with the purpose of making a recommendation either for closure, for referral to the Investigations service, or to any other regulatory body;
- Processes exemption requests received from approved participants by conducting a detailed analysis of the requests and using knowledge of the functioning of capital markets in order to make recommendations;
- Reviews information broadcast on different news networks that could affect market activity and produces operational databases in order to conduct a detailed analysis to determine the possibility of infraction of the Rules, including insider trading or the possibility of trading in possession of privileged information;
- Conducts research and drafts case studies in order to propose amendments to the Bourse’s Rules, Procedures and Practices, as well as to internal operational processes, with the purpose of ensuring market integrity and organizational efficiency;
- Contributes to help develop and update regulations related to the trading of products listed on the Bourse;
- Keeps abreast of changes to regulations in international markets equivalent to those of the Bourse;
- Assists the information technology staff in developing more effective surveillance tools and helps achieve the Division’s regulatory objectives;
- Collaborates with the Division’s Investigation and Examination staff by providing subject matter expertise on the functioning of capital markets, derivatives trading, and the technology used for analysis;
- Prioritizes duties and responsibilities in order to effectively handle pending files or projects;
- Assists in creating tools and documents for approved participants and the public regarding regulations related to trading and the Bourse’s Rules and Policies, such as frequently asked questions;
- Collaborates on any project related to market analysis;
- Keeps the updated record of all market analysis files, taking into account applicable performance benchmarks;
- Follows the procedures and processes applicable to market analysis and takes part in their potential improvement;
- As required, participates in regulatory amendment proposals initiated by the Division, mainly by carrying out analyses;
- Maintains confidentiality of information at all times;
- Carries out any other related task assigned by the immediate superior.
Must Have (s)
- Experience in supervisory activities, examinations, and/or compliance in the securities industry and, more specifically, in the field of derivatives compliance and/or trading, or with a member of a regulatory or self-regulatory organization (SRO) as examiner, investigator, or market analyst for this organization, and/or
- Experience in derivatives trading and back-office operations;
- Knowledge of and experience with market supervisory systems;
- University degree in finance, business administration, economics, mathematics, or a related field;
- Canadian Securities Course (CSC);
- Derivatives course(s), such as the DFOL - Derivatives Fundamentals and Options Licensing and/or training;
- Knowledge of the applicable regulatory framework;
- Excellent ability to communicate in both English and French (contacts and collaboration with clients and colleagues English only) ;
- Skills in formulating findings and recommending follow-up actions;
- Ability to make sound decisions, based on good judgement, analysis, and evidence; all of which are well documented;
- Organizational skills and priority management;
- Attention to detail;
- Ability to write documents that are simple, clear, concise and logical;
- Tact and diplomacy;
- Discretion;
- Autonomy;

Must Have (s)
