The Alberta Serious Incident Response Team (ASIRT) is an integrated investigative unit of civilian investigators and seconded police officers responsible for the effective, independent, and objective investigation of incidents where serious injury or death of a person may have been caused by a police officer and serious or sensitive allegations of police misconduct. This small, specialized team of investigators is led by a civilian Executive Director.
ASIRT’s mandate encompasses the investigation of any potential conduct, including sexual assault, obstruction of justice, perjury, breach of trust, theft, fraud, trafficking in controlled substances, criminal negligence causing death etc. As one of the broadest mandates in the country, investigations are both challenging and increasingly complex.
Role Responsibilities
Reporting to the Investigations Manager in charge of one of two ASIRT teams, as the Alberta Serious Incident Response Teams ("ASIRT") Investigator, you are responsible for investigating assigned incidents under s. 46.1 Alberta Police Act. This includes incidents involving serious injury or death of any person that may have resulted from the actions of a police officer, or complaints that are made alleging that serious injury to or the death of any person may have resulted from the actions of a police officer, or any matter of a serious or sensitive nature related to the actions of a police officer. You will also provide supervision and direction to the support functions (surveillance, forensic scene examination) involved in the investigations.
Other key Responsibilities include:

Interpret and apply provisions of Federal and Provincial Statutes, the Police Act and Police Service Regulations as well as major case management practices in the investigation of incidents falling within ASIRT's mandate.

As required or directed, provides assistance to the Attorney General in the preparation of cases where charges are laid.

Appears as a witness and give evidence during trials, Fatality Inquiries, Law Enforcement Review Board or any other form of hearing

Attends courses, seminars and related training sessions related to the duties of ASIRT

Provides management with recommendations on the investigation of police criminal conduct issues and challenges
-
Identifies issues and concerns with the implementation of ASIRT investigations and provides recommendations to management on potential solutions.
Candidates must be prepared to travel anywhere within Alberta, to the Yukon, and other Provinces and Territories as required.

Qualifications
University Degree in a related field (Criminology, Law and Society, Police Studies, Sociology etc.) combined with at least six (6) years of investigative experience in the law enforcement field such as policing and investigations. A diploma or certificate in a related field with at least eight (8) years investigative experience will also be considered.
Equivalencies may be considered on the basis of one year of education for one year of experience; or one year of experience for one year of education.
Preference will be given to candidates who demonstrate the following:

Ability to employ advanced investigative techniques.

possess a solid foundation in project-based investigations and have a comprehensive understanding of major case management principles and electronic major case management.

Experience in the investigation of major and/or complex crimes including homicide, organized crimes, Sexual assault, and/or breach of trust.

Experience in drafting documents in support of applications for the various forms of judicial authorizations.
The ASIRT Investigator must be able to obtain:

Peace Officer appointment under the Alberta Police Act, including fitness and firearms qualification

Federal designation of Secret security clearance.
Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.

There are two positions available - one in Calgary and one in Edmonton. Both positions work Monday to Friday, 36.25 hours/week.
As part of the recruitment process, applicants will undergo security clearances and background checks. Final candidates will be required to undergo and pass a federal enhanced reliability security screening and maintain that level of security throughout their employment at ASIRT. Background checks, including a review of previous law enforcement service history and disciplinary history, will be considered.
The successful candidate must be eligible for a Peace Officer appointment in Alberta. Final candidates for this position may undergo a medical assessment.
Final candidates will be required to undergo a security screening.
Any costs associated with obtaining the required documents/checks as noted or interview travel expenses, will be the responsibility of the candidate. Out-of-province applicants can obtain the required documents/checks from the province they currently reside in.
