Responsibilities

PRIMARY PURPOSE

Oversees and directs the team on all financial aspects related to the development and management of the long-range financial plans, forecasts and models for TransLink Enterprise, including capital and operating plans and funding sources. Guides the team that supports the development of the Investment Plan through financial planning and modelling. Translates strategic decisions and the direction provided by the Executives, the Board of Directors and the Mayors’ Council into financial models. Advises the Directors, Executives and those charged with governance on the financial implications of strategic decisions, initiatives and service plans. In collaboration with Transportation Planning, leads the strategic design of 10-year Investment Plans, liaising with multiple teams within the Enterprise.

KEY ACCOUNTABILITIES

Acts as the Enterprise’s leading authority for long-term financial planning, forecasting and modelling, providing interpretations, insights, and guidance to Directors, Executives, and those charged with governance.

Represents Finance as a leading finance strategic partner to TransLink’s Transportation Planning, working collaboratively on development of long-term strategic plans.

Oversees detailed work plans for the department and supports the Director by providing area-specific input to development of financial planning strategies, plans and processes.

Oversees the financial modelling for the development of 10-year Investment Plan, including overseeing the development of, and recommending to, Executives and those charged with governance financial plan definitions, financial parameters, financial assumptions, forecasts and analysis.

Monitors compliance of the Investment Plan with key financial policy indicators and recommends corrective actions and strategies to Executives and those charged with governance.

Provides direction to the core project team, and liaises extensively with Transportation Planning, subsidiaries and Executives on the 10-year Investment Plan, federal and provincial reporting, audit processes, and overall compliance with the government regulations.

Liaises with external stakeholders and partners, including Metro Vancouver Mayors’ Council, provincial government agencies, lawyers, consultants etc. Includes in-depth collaboration with government representatives on the Investment Plan and related government processes.

Supports the Director in the development of presentations, reports and other information related to the Investment Plan for Executives and those charged with governance.

Supports change management related to Investment Plan initiatives, identifying emerging issues and risks, and developing resolution for complex financial issues and escalating for adequate closure, where required.

Manages reporting staff, including selection, development, coaching, managing performance, and all other people management practices.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for this job are acquired through a degree in finance, or equivalent education and experience, plus achievement of an accounting designation, and ten (10) years of experience in progressively responsible strategic planning and finance roles in a large complex organization, including experience working with government agencies.

OTHER REQUIREMENTS

Advanced management and financial acumen, demonstrated by combining strategic perspective and thinking with the ability to work with detailed forecasting activities and financial modelling.

Proficient knowledge of the concepts, principles, practices and techniques pertaining to enterprise-level long-term financial planning, including budgeting, forecasting, compiling and analyzing financial and other enterprise-level data.

Advanced knowledge of Generally Accepted Accounting Principles (Public Sector Accounting Standards or International Financial Reporting Standards), and the relevant acts and regulations.

Ability to oversee, review and analyze complex, comprehensive long-term financial models.

Advanced analytical, problem-solving and decision-making skills to identify, mitigate and resolve risks, gaps, and issues pertaining to long-range financial forecasts.

Ability to approach problem-solving from multiple angles, taking into account strategic goals of the enterprise.

Proficiency in providing interpretation of and insights into complex financial data and concepts to both financial and non-financial audiences.

Proficient communication and interpersonal skills to provide financial expertise and guidance pertaining to Investment Plan management; to initiate and nurture productive working relationships with internal stakeholders; and to liaise with a wide variety of external stakeholders, partners and government agencies.

Ability to work under tight timelines, while ensuring that the team provides high-quality reporting.
Thrives in a diverse organization.

Excellent leadership skills, including selection, development, coaching, managing performance, and other people management practices.

CPA or CFA designation (including foreign equivalents) is an asset.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $117,600 - $176,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
