The Opportunity
The Public Service Commission is seeking a Payroll Operations Technician in the Payroll Services Branch. As a dedicated team of payroll professionals, we work collaboratively with our HR payroll administrators, human resource and benefit colleagues to ensure the accurate processing of government wide employee payroll.
This Payroll Operations Technician position will be working in our Regina office. Remote work arrangements may be considered.
As a Payroll Operations Technician, you will:
- Upload a variety of Pension and Benefit files through the service provider’s website and take the appropriate corrective actions for any processing errors encountered.
- Research, solve, record and communicate any upload errors identified within a tight timeframe.
- Review annual Pension contributions to identify any balances that exceed maximums and take corrective action to ensure accurate T4 reporting.
- Authorize and process payroll and remittance runs for all government employees (full production runs and off-cycle payments/quick pays).
- Identify and correct errors to verify results in the payroll, timecard batching, RetroPay and Record of Employment processes.
- Balance and reconcile all related payroll transactions that include pay period, deduction, month end, Canada Revenue Agency (CRA) payroll accounts and bank account reconciliations.
- Provides correct and timely control of the payroll deduction disbursements process for all government departments, agencies, pension and benefits accounts and Canada Revenue Agency tax accounts (Dental, Group Life, SGEU, CUPE, PSSP, PEPP, Federal Tax, EI, CPP, and United Way).
- Process balance adjustments to allow for potential T4 amendments and to ensure accurate T4/T4A reporting.
- Support for generating, processing, and electronically transferring Records of Employment (ROE) to Employment and Social Development Canada (ESDC).
- Provide payroll and remittance support by responding to inquiries related to Payroll Operations processing, including Calendar and Fiscal Year-end requirements.
- Be required to work evenings and weekends on a rotational shift schedule.
Ideal Candidate
To be successful in the role, you will have:
- The ability to identify, clarify and analyze relevant issues, concerns or problems in order to provide options/recommendations and/or to implement solutions in a timely manner.
- Experience in Payroll and/or Remittance processing in a large, computerized environment that includes full production runs, off-cycle payments and retroactive processing.
- The ability to accurately input, edit, update and retrieve information using various computer software packages such as HRIS Payroll systems, Microsoft Excel, Word and Outlook.
- The ability to accurately perform mathematical calculations both manually and electronically.
- A high level of accuracy and attention to detail in order to identify potential issues and maintain all types of payroll cycle transactional, processing and balancing records.
- Superior organizational and time management skills to successfully manage a high volume of work.
- The ability to problem solve by referencing, understanding and following legislation, policies, procedures and collective bargaining agreements;
- Experience in working independently and as a team member to build cooperative working relationships and ensure deadlines, goals and objectives are achieved and contribute to a positive work environment.
- Strong interpersonal and communication skills in order to provide client service and training over the phone, through virtual communication methods such as MS Teams, in person and through written communication.
Typically, the knowledge and experience required to achieve the above are obtained through:
- A Business Diploma with a focus on accounting or payroll.
- Demonstrated experience in performing payroll and/or accounting functions.
- Obtained or working towards The National Payroll Institute - Payroll Compliance Professional Certification (PCP).
- An equivalent combination of education and work experience will be considered.
