The Ministry of Health is seeking an experienced professional with excellent analytical, interpersonal, and communication skills to support the program design and implementation work of the Health System Performance Management Unit for a one-year term. As a Senior Performance Measurement Specialist, you will lead the implementation and refinement of the performance management framework and health system performance measures.

In this challenging and rewarding position, you will have the opportunity to use your problem-solving skills to lead, support, and guide the development and implementation of health system performance management.

Reporting to the Director of Health System Performance Management, you will be responsible for:

  • Leading the research and program design aspects of the performance management framework to support a more unified and strategic approach to performance management;
  • Developing new and refining existing system-level performance measures and targets in support of the health system’s strategy and subsequently report on progress and corrective actions;
  • Leading program evaluation and implementation work to develop processes and integrate them into performance measurement and goal-setting processes;
  • Communicating performance framework standards, measurement reports, progress updates, and briefing notes on key measurement issues to a variety of audiences for insights, decision making and to influence change;
  • Leading project management, change management, and quality improvement activities to identify project requirements and implement the performance management framework;
  • Developing effective working relationships with various stakeholders to identify program requirements, conduct gap analysis, and work towards a shared goal;
  • Providing analytical support for a range of initiatives to advance the Ministry’s strategic, business, and accountability processes. This will include leading interdisciplinary teams, and creating data standards and performance measurement targets for the various health system partners; and,
  • Analyzing and developing business cases to understand the value for money and priorities in the health care system as well as support evaluations for new and existing initiatives.

The Ideal Candidate

As our successful candidate, you will be proactive, detail-oriented, have strong interpersonal skills and demonstrate the ability to:

  • Understand and integrate existing healthcare data, develop models and methodologies for analysis and use data to support planning, accountability and decision-making;
  • Analyze business plans, performance measures and quality improvement data;
  • Communicate clearly both verbally and in writing, in analytical reports and program evaluations;
  • Prepare briefing materials, correspondence, and other information for a variety of audiences to influence change;
  • Lead the project management, change management, and performance management work; and
  • Apply sound judgment and discretion in handling confidential and sensitive information.

Typically, the knowledge and skills required for success in this position would be attained through the completion of a graduate degree in public health, public administration, health care informatics, business administration, economics, or statistics, supplemented with significant work experience applying these skills. Knowledge and experience in health care is an asset.
