THE OPPORTUNITY

We have an exciting opportunity for a Chief Financial Officer (CFO) to join a vibrant community in southwestern Manitoba. Reporting to the Chief Administrative Officer, the Chief Financial Officer (CFO) is responsible for managing all financially related activities within the Rural Municipality of Riding Mountain West. This includes supervising finance staff, overseeing annual financial statements, handling various financial activities, managing the tax roll, and ensuring compliance with relevant regulations.

THE ORGANIZATION

The Rural Municipality (RM) of Riding Mountain West is located in the province of Manitoba, Canada. It was established on January 1, 2015, through the amalgamation of the RM of Shellmouth-Boulton and the RM of Silver Creek. The municipality is divided into three wards, each represented by two Councillors, with one Reeve elected at large.

With a population of 1442, Riding Mountain West offers a quiet lifestyle with affordable taxes and convenient access to nearby amenities in Russell and Roblin. The municipality is known for its stunning lakes and rivers, excellent skiing at Asessippi Ski Hill, and a diverse variety of wildlife and native plants.

RESPONSIBILITIES

  • Supervise Finance Coordinator and Public Works Executive Assistant in financial duties.
  • Arrange for Audit Tender and liaise with Auditors.
  • Ensure all accounting transactions are completed for year-end audit.
  • Prepare and present monthly financial reports to Council.
  • Manage grant applications and follow-up reporting.
  • Oversee LUD Financials, SAVED Financials, and annual lease holder invoices.
  • Develop and manage the budget, develop and recommend tax policies, and advise on capital budgets.
  • Conduct financial analysis and long-term planning to support capital projects and manage municipal fund investments.
  • Participate in emergency financial planning as per municipal emergency protocols.
  • Liaise with Fire Departments, LUD Committee, and Broadband Committee on financial matters.
  • Attend council meetings, manage general insurance policy, and arrange staff training.
  • Respond to public inquiries and prepare draft bylaws and policies related to financial matters.
  • Attend public hearings and meetings related to financial matters – assist in preparing and delivering presentations and responding to questions.

QUALIFICATIONS

  • 10+ years of senior experience in municipal accounting, budgeting, and financial reporting.
  • Completion of a recognized municipal administration program (e.g., CCMA, LGA, NACLAA, AMCTO, or equivalent) is an asset.
  • CPA designation preferred or equivalent municipal finance experience.
  • Strong knowledge of municipal tax policy and public sector accounting standards.
  • Experienced in municipal accounting software, including MuniSoft.
  • Experience presenting financial information to the Council and Senior Leadership Team.
  • Background in managing capital projects, audits, and financial planning within a municipal environment.

  • High attention to detail with a strong analytical mindset to interpret financial data and derive actionable insights.
  • Excellent written and verbal communication skills, capable of explaining complex financial concepts clearly and diplomatically.
  • Sound decision-making skills based on timely, data-driven analysis.
  • Leadership and team management experience, including the ability to mentor staff and foster collaboration.
  • Strong interpersonal skills to work effectively with Council, staff, and external stakeholders.
