Job Summary

The Technical Services Manager (TSM) is the leadership contact within the FIR responsible for managing the deployment and maintenance of all technology within their region in order to provide safe and efficient Air Navigation Services. This role is critical in managing technology infrastructure, systems, and processes in accordance with applicable regulations and corporate policies, procedures, and directives to support safe, reliable, compliant, and efficient ATS Operations.

The TSM will champion technology initiatives occurring within the FIR and build support and adoption of products and technologies. They act as a strategic advisor within the FIR to leverage technology to drive greater value to the company and work to prevent or limit the growth of tactical technology systems that work against the longer-term strategy of commonality.

They are responsible for collaborating with FIR leadership team to keep them informed about the overall health of the technology portfolio in the FIR. They are the primary link between the FIR management teams, national ANS Technology and other departments to ensure continuity of service and evolution of NAV CANADA’s technology services.

In this role you will:

People Leadership

  • Leads a team of managers and employees by creating a positive and collaborative work environment that provides its employees direction, regular communication, development opportunities, and a commitment to a common vision and shared values.
  • Coaches, mentors, and develops managers and employees to create a high performing and highly engaged team of professionals. Ensures regular performance conversations and assessments are completed for their teams and establishes developmental assignments and training strategies to continually advance the team.
  • Plans and manages the activities of managers, including the responsibility for hiring, resource allocation, prioritization, staff development, performance management, leave and overtime authorization, and guidance and coaching on disciplinary action, as required.
  • Directs the day-to-day activities by establishing the work unit’s strategies, business goals, performance indicators and objectives, priorities, work plans, milestone deliverables, financial and resource plans.
  • Ensures the teams provide agreed to service levels for performance, reliability, availability, and maintenance.

Relationship Management

  • Works effectively and in a highly collaborative fashion with local FIR management, peers in other FIR’s and national ANS technology to deliver services, influence change and build support for initiatives.
  • Develops and maintains close and mutually beneficial relationships with internal and external stakeholders including Transport Canada, Customers, Suppliers, and union representatives.
  • Partners with internal and external stakeholders including vendors and customers to address operational issues and proactively monitors and responds to customer needs.

Technology Management

  • Develops and implements tactical and strategic plans to improve the ANS Infrastructure performance in the FIR that are aligned with corporate strategies.
  • Identifies, develops, implements, and continually refines strategies, metrics, practices, and procedures for the management and reporting of technology and process performance.
  • Ensures that all activities of the function align to corporate policy, standards, procedures, guidelines, and directives.
  • Establishes and conducts regular management review of goals, objectives, performance indicators and compliance with technology and initiatives.
  • Partners with local FIR management and national ANS Technology to establish and maintain a roadmap of all technology changes occurring within the FIR.
  • Manages the Quality Control Program to ensure compliance to CARS (regulated by Transport Canada), and International Standards Organization (ISO) by participating in audits and site inspections, responding to audit reports, providing follow up, and assessing customer requirements.
  • Responsible for advancing technology standardization and transitioning the FIR to these standards which includes limiting the use of tactical/localized solutions that work against longer-term strategies.

Project Delivery

  • Coordinates with local FIR management and national ANS Technology to plan and successfully deliver the portfolio of projects scheduled within the FIR in accordance with approved Scope, Schedule, Cost and Quality.
  • Partners with local FIR management to ensure adequate FIR resources are available to complete projects within agreed tolerances.

Financial Management

  • Reviews and manages the operational and budgetary plans, allocates and manages material, financial, and human resources to meet future business needs and priorities.
  • Coordinates with ANS Technology and local FIR management to plan and manage FIR budgets to support project and maintenance activities (Operational Shifts, Technology purchases, etc.).
  • Commits corporate funds through the authority to negotiate, conclude and manage professional resources contracts.
  • Ensures the responsible use of all resources and assets for the benefit of NAV CANADA; manages operating and capital expenditures in line with applicable budgets and approvals, and in accordance to stated company and departmental objectives and priorities.

What you bring:

  • University Degree or College Diploma in a technology-related field. Equivalent education and experience will be considered.
  • A minimum of 10 years of relevant experience in the industry with a minimum of 5 years of related supervisory/management experience.
  • Proven experience in managing a 24x7 mission critical operational technology environment.
  • Knowledge of systems in use including diverse Communication, Navigational Aids, Surveillance and Air Traffic Management systems.
  • Knowledge of Environmental and Occupational Health and Safety Rules and Regulations regarding maintenance and removal of systems and equipment within the FIR.
  • Knowledge of the operations of assigned airports and air traffic control facilities and of the inter-relationships with user agencies such as airlines and Airport Authorities.
  • Understanding of ATM and CNS technology, operational standards, and policies.
  • Proven leadership experience demonstrating the skills required to manage people, processes, and information in an operation’s driven environment.
  • Project and program management experience which includes organizing, planning, and executing large-scale projects from vision through implementation, involving internal personnel, and contractors.
  • Program or Project Management Certification is an asset.
  • Knowledge and understanding of collective bargaining, labour relations and employee relationships.
  • Experience managing OPEX and CAPEX budgeting and purchasing activities for technology procurement.
  • Experience managing managers would be desirable.

Working Conditions:

  • This position is based at the Edmonton ACC and is classified as an onsite position. This position is not eligible for a flexible work arrangement.
