About the role

What we do

The Alberta Utilities Commission is an independent, quasi-judicial agency of the province of Alberta. The AUC is responsible to ensure that the delivery of Alberta’s utility service takes place in a manner that is fair, responsible and in the public interest.

We regulate investor-owned natural gas, electric and water utilities and certain municipally owned electric utilities to ensure that customers receive safe and reliable service at just and reasonable rates. The AUC ensures that electric facilities are built, operated and decommissioned in an efficient and environmentally responsible way. The AUC also provides regulatory oversight of issues related to the development and operation of the wholesale electricity market in Alberta as well as the retail gas and electricity markets in the province.

The ideal candidate

As legal counsel at the AUC, you will be essential in ensuring regulatory compliance while providing legal guidance on utility matters. You will use your strong research, writing, and analytical skills to effectively communicate legal interpretations and arguments while working collaboratively with colleagues from across the organization.

Responsibilities/duties

  • Provide legal support on AUC-related legal matters as part of an integrated member of the AUC’s Law Division. Responsibilities include:
  • Identification, research and analysis of legal issues, including the preparation of legal memos and opinions.
  • Preparation of the legal aspects of correspondence, rulings, information requests and AUC decisions upon receipt of instructions from Commission members on legal and non-legal issues.
  • Conduct Commission counsel questioning at oral hearings.
  • Provide legal support in the preparation of AUC rules and bulletins.
  • Act as a fully integrated member of a cross-disciplinary team assigned to a file.
  • Represent the AUC positively to the external community through formal interactions on applications.

Qualifications

As the ideal candidate you will possess:

  • LL.B. with a minimum of 2-4 years of related work experience.
  • Member in good standing of Law Society of Alberta.
  • Litigation experience before courts and administrative tribunals an asset.
  • Excellent research and analysis skills, ability to effectively:
  • Identify relevant legal issues.
  • Identify and interpret relevant statutory provisions.
  • Excellent writing and oral advocacy skills with the ability to synthesize complex information and data to identify implications and anticipate potential consequences.
  • Knowledge of administrative law, utility legislation and economic regulation is an asset.
  • Strong organizational skills with a proactive approach to managing competing deadlines, shifting priorities and complex tasks.
  • Intellectual curiosity and a growth mindset with the ability to learn from a range of different situations, opportunities and sources.

In addition, the AUC ensures that electric facilities are built, operated, and decommissioned in an efficient and environmentally responsible way. The AUC also provides regulatory oversight of issues related to the development and operation of the wholesale electricity market in Alberta as well as the retail gas and electricity markets in the province.

The AUC's regulatory functions are carried out through both written and oral proceedings and representative groups are encouraged to participate in the process. Participation helps to ensure that the AUC is informed of the issues and that decisions are made in the public interest.
