Our team supports agricultural research and biotechnology, crop and livestock production and policy frameworks like the Sustainable Canadian Agricultural Partnership. Services provided by the Ministry of Agriculture are available in the office, online and right in the field to ensure that producers and industry have access to research, production and business information, risk management tools and ministry services.
The Opportunity
The Program’s branch team within the Ministry of Agriculture is looking for someone who is dedicated to service excellence, collaborates, works as one team, and is passionate about agricultural programming in Saskatchewan. The Program Delivery Branch is seeking a results-driven leader who values service excellence, teamwork, and continuous improvement. As the Manager of Program Delivery, you will be responsible for leading the front-line delivery and administration of agriculture programs. Reporting to the Director, you will manage a team of staff to ensure services provided to clients meet the Ministry of Agriculture standards and contribute to strategic objectives.
As the Manager of Program Delivery, you will play a pivotal role in leading and shaping the program delivery efforts within the branch and will be responsible for:
Leadership and Team Management
- Lead a team of program delivery staff who provide direct services to agriculture clients, ensuring staff understand and support the Ministry of Agriculture goals and outcomes.
- Balancing team workloads by supervising, coaching, and mentoring individuals with varying skill levels, while maintaining regular engagement to ensure high levels of team commitment and productivity.
- Managing employee performance and fostering talent development with a focus on acquiring, retaining, and growing team capabilities.
- Setting clear expectations and driving continuous growth through goal-setting, development planning, and ongoing feedback.
- Develop annual and monthly work plans with clear deliverables, performance metrics, and accountability structures.
Organizational Leadership
- Building a high-performance culture by promoting the Ministry of Agriculture values, including Innovation, Teamwork, Integrity, Service Excellence, and Leadership at all levels.
- Acting as a key leader in fostering an environment that values collaboration, transparency, and appreciation across the organization.
Strategic Problem-Solving and Risk Management
- Proactively analyzing urgent and immediate issues related to Agriculture Programs, anticipating challenges, and presenting actionable solutions to the Director and Executive Director.
- Identifying and assessing risks associated with program challenges, preparing analyses, and offering viable options for resolution.
- Proactively identify operational risks or client service issues and collaborate with other leaders to address gaps or recommend improvements.
- Support issue escalation processes by gathering information, drafting briefing notes, and recommending actions to leadership.
Operational Oversight and Supervision
- Reporting directly to the Director of Program’s, serving as the backup during their absence, which includes supervising the broader Program team and maintaining a comprehensive understanding of ongoing projects.
- Forecast and manage program budgets, ensuring financial sustainability and alignment with strategic objectives.
- Track and analyze service delivery data to evaluate effectiveness and recommend improvements.
- Allocate resources across the team to meet client demand while optimizing operational capacity.
Change Management and Stakeholder Communication
- Educating and guiding stakeholders through decision-making processes to ensure alignment and positive outcomes for clients.
- Employing influence and persuasion to achieve consensus and drive successful implementation of policies and initiatives.
- This role requires a dynamic leader who is adept at balancing strategic vision with day-to-day operational demands, fostering team growth, and building strong relationships across diverse stakeholder groups.
- Serve as a point of contact for policy clarification and support staff in navigating complex or unique client situations.
- Build and maintain relationships with internal branches and external stakeholders, ensuring program alignment and mutual understanding of service objectives
- Communicate program and service changes to staff and stakeholders, ensuring smooth implementation and alignment with the Ministry of Agriculture vision.
- Represent the Ministry of Agriculture in public or stakeholder engagements as needed on regional program delivery matters.

- Knowledge of human resource practices and workplace safety standards (Bring/Learn)
- Understanding of financial planning, forecasting, and budgeting (Bring/Learn)
