Reporting to the Manager, Tenant Housing & Operations, the Tenancy Analyst is responsible for supporting the Tenant Relations team by analyzing tenancy data, coordinating income review processes, assisting with arrears, and ensuring compliance with housing policies. This role involves close collaboration with Rent Administration Clerks, Tenant Relations Workers, and external support agencies to streamline operations and enhance tenant support services.

Duties & Responsibilities:

Data Management & Reporting

  • Compile and distribute monthly reports on tenancy metrics such as arrears, income reviews, and tenant demographics.
  • Maintain and update arrears tracking tools and master charge lists (e.g., rent, parking, insurance).
  • Analyze data trends to identify service gaps and recommend process improvements.
  • Consolidate reports from Tenant Relations Workers, including tenant names, addresses, payment methods (e.g., PAP, ODSP), funding types (e.g., RS, ROP, HL), current rent amounts, and assigned support workers.

Arrears Monitoring & Mitigation

  • Generate monthly arrears reports using the Arcori system.
  • Attend monthly arrears meetings

Rent-Geared-to-Income (RGI) Compliance

  • Coordinate and monitor both annual and interim income review processes.

  • Consolidate and verify income documentation submitted by tenants and support personnel.

  • Send timely notifications to tenants requesting required documentation.

  • Identify inefficiencies in the RGI process and recommend solutions to improve compliance and accuracy.

  • Ensure alignment with RGI policy and adherence to review timelines.

  • Attend and contribute to meetings on workflow enhancements and reporting practices.

Income Review Coordination

  • Annual Reviews
  • Issue and track the progress of first, second, and final notices.
  • Collect, verify, and process income documentation.
  • Accurately calculate rent and update information in Arcori.
  • Support tenants and their case workers in navigating the income review process.
  • Interim Monthly Reviews
  • Oversee issuance of monthly review letters and follow-up correspondence.
  • Coordinate with support staff to ensure timely submission of documentation.
  • Maintain up-to-date and accurate entries in Arcori.
  • Provide phone-based assistance to tenants as needed.
  • Duplicate ROP income reviews in Arcori for consistency.

Stakeholder Collaboration

  • Collaborate with Tenant Relations Workers and Rent Administration Clerks to:
  • Maintain master lists of tenant charges and review statuses.
  • Facilitate clear communication with support workers and external partner agencies.
  • Upload rent details and prorated charges into Arcori for new tenants.
  • Process notices of termination and move-out details in Arcori.
  • Ensure consistent and accurate system entries.

System & Process Oversight

  • Evaluate and refine workflows to improve service efficiency.
  • Ensure timely and precise data entry within housing management systems.
  • Contribute to departmental planning and assist with service integration efforts.

Qualifications

  • Post-secondary education in Social Work, Public Administration, Finance, Business Administration, Property Management, or a related field.
  • 3–5 years of experience in housing services, property management, or administrative support.
  • Knowledge of the Housing First model and experience working with vulnerable populations.
  • Proficiency in RGI calculations (preferred).
  • Familiarity with budgeting, forecasting, and financial reporting practices.
  • Strong organizational and time management skills.
  • Proficiency with Microsoft Office (e.g., Excel, Word) and housing management software (e.g., Arcori).
  • Excellent verbal and written communication skills.
  • Valid Ontario Class “G” Driver’s License and access to a reliable vehicle with insurance coverage.

Reporting Structure

The Tenancy Analyst reports directly to the Manager, Tenant Housing & Operations. This position does not have any supervisory responsibilities but works collaboratively with internal teams and external partners across multiple organizational levels. The Tenancy Analyst serves as a key resource, support, and advocate for staff and tenants alike.

Working Conditions

  • Full-time, Monday to Friday (day shifts), with occasional overtime as required.
  • Frequent interaction with internal and external stakeholders.
  • Ability to travel regularly to site locations.
  • Prolonged periods of sitting and computer usage (including multiple monitors).
  • Regular telephone communication and data entry tasks.
  • Ability to lift up to 15 lbs (e.g., documents, equipment).
  • Must be able to travel to various sites using a personal vehicle.
