Manitoba’s exploration and mining sector plays a key role in our province’s economic prosperity. Exploration and investment are the driving forces behind a sustainable minerals sector. Manitoba’s quality geoscience data coupled with its rich natural resources forms a solid foundation for developing global economic growth opportunities in green energy and critical minerals.
Manitoba is home to a wealth of natural resources, world-class deposits and underexplored remote regions of high mineral potential, with 30 of the 34 minerals on Canada’s 2024 Critical Minerals List found in our province.
Exploring for the minerals necessary to support the expansion of clean technologies in renewable power and electrification will be key to meeting future global demands. Manitoba is rich with the critical mineral commodities needed to support green energy initiatives, including nickel, copper, zinc, lithium, cobalt, graphite, potash, platinum-group elements and silica sand. These commodities are essential components in the production of solar panels, electric vehicles and batteries, positioning Manitoba to be a worldwide leader in supplying the raw materials needed to drive the expansion of clean energy.

Qualifications:
Essential:
-
Bachelor's Degree (Master’s Degree preferred) related to economic development, finance, commerce/business administration, international relations, law, or economics with working or extensive knowledge/experience of economic development in Manitoba. An equivalent combination of education and experience may be considered
-
Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future
-
Demonstrated business/industrial development experience with significant emphasis on location needs, business financing, operations, and marketing. Experience in industrial prospecting and investment attraction is an asset
-
Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change Ability to manage and implement effective plans that address complex issues at an organizational or sector level

In-depth knowledge of industrial sectors and relevant provincial, federal and other programs supporting industrial development (e.g. financial, employment and skills development, and business development.), including ability to analyse macro and micro economic information relevant to the targeted industries

Experience translating strategic priorities into clear operational and business plans
-
Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
-
Experience building relationships with Indigenous people and implementing the principles of reconciliation

Strong project management and organizational skills
-
Strong verbal communication skills with experience establishing and maintaining internal and external stakeholder relationships including with senior company officials, governments, and industry
-
Strong written communication skills, including writing various technical and non-technical documents to support project planning and execution for a variety of audiences
Desired:

Professional designation in industrial/economic development an asset

Experience or knowledge of the mineral exploration and mining sectors
Duties:
As a member of the division’s industry development team, the Sectoral Lead – Critical Minerals is responsible to lead and manage a portfolio of mineral industrial development, provide advice and lead the development and implementation of strategic initiatives.
The organizational unit is responsible for providing whole-of-government support on mineral industrial development, and to directly attract, grow, retain, and manage transformational, high impact, domestic and foreign direct investment to Manitoba, and to coordinate infrastructure (including, but not limited to, land, energy, transport corridors, sewage/wastewater, etc.) and government programs for the proposed investment.
