As a Business Analyst 3 you will be responsible for leading the development and implementation of responsive Information Technology (IT) initiatives, strategies and solutions to meet corporate, business and operational needs. Primary Duties include:
- Identify business and operational needs, including collecting information from clients, focus groups and subject matter experts.
- Lead the development and implementation of business specific learning and development/training solutions, both technology and non-technology based, for several IT initiatives and all phases of various projects from initiation to implementation (including defining scope, translating project deliverables into operational terms, directing and managing project team members, resources (such as budgets and contractors) and reporting status).
- Identify and recommend potential solutions by performing/overseeing continuous improvement of evaluations tools for measuring learning success.
- Conduct feasibility studies considering issues such as costs and benefits.
- Develop business cases, present recommendations, and influence and facilitate buy-in.
Qualifications
- A completed 2 year diploma in Business, Technology or Adult Learning and at least 8 years of experience; OR
- A degree in Computer Science, Commerce/Business, Education or a related field and at least 5 years of experience.
- Certification such as a Certified Business Analyst Professional (CBAP), Certification of Competency in Business Analysis (CCBA), Certified Quality Manager (CQM), Business Analyst, Project Manager Professional (PMP), or Certification in Adult Learning and/or accreditation with the American/Canadian Society for Training and Development, will be considered an asset.
- Excellent communication and interpersonal skills with demonstrated facilitation skills and the ability to influence without authority. You also have proven analytical and critical judgment skills.
- Strong leadership skills with the ability to manage various projects with constantly changing priorities.
Pre-employment Requirements
- A security clearance will be conducted.
- Successful applicants must provide proof of qualifications.
Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Compensation: A2 $113,400 - 141,700 per annum
Days of Work: This position works a 5 day
work week earning 1 day off in a 3 week cycle.
