About the role

Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.

The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:

  • Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
  • Structuring proposals and negotiating agreements with investors in infrastructure projects
  • Receiving and assessing unsolicited ideas and proposals for infrastructure
  • Providing advisory services with respect to financing infrastructure projects

Reporting to the Head, Financial Services and Controllership, the Senior Manager, Financial Services will:

  • Accountable for managing various accounting functions including general ledger maintenance, accounts payable/receivable, payroll, as well as associated analysis and reporting.
  • Provide oversight to the daily operations of the accounting function, including but not limited to general ledger, accounts payable/receivable, bank reconciliations, tax reporting, and payroll processing.
  • Lead the preparation and review of monthly, quarterly, and annual financial statements and Ministry reports in accordance with Public Sector Accounting Standards (PSAB)
  • Manage/research complex technical and operational areas, including journal entries, account reconciliations, disclosure schedules, and variance analysis to support key management decisions.
  • Review legal agreements and various investment vehicle documents to support regulatory adherence and operational clarity.
  • Support monthly forecasting and planning activities, including the annual budget process, collaborating with all departments within Building Ontario Fund (BOF).
  • Support an effective internal control environment and management of all financial aspects and collaborates with the Head of Financial Services and Controllership and other Finance Department team members to maintain internal controls and ensure compliance with accounting and organizational policies, statutory requirements and Ministry directives.
  • Provide oversight for the preparation/submission of federal and provincial tax filings and annual reports. Ensures compliance with all financial reporting and disclosure requirements.
  • Support internal and external audits, responds to audit inquiries, and prepares materials for the Finance and Audit Committee meetings and/or Board of Director meetings, as needed.
  • Keep current on accounting standards, tax laws, and regulatory changes that may impact financial operations.
  • Evaluate and make improvements to accounting processes while ensuring that practices comply with BOF’s finance policies and applicable laws and regulations.
  • Provide input to the development of new/amended internal financial policies.
  • Support the implementation of new systems and strategic finance projects from an internal control and financial operations perspective.
  • Hire, train, mentor, and supervise accounting staff, fostering an environment that respects diversity and inclusion and a culture of high performance and continuous improvement.

Qualifications

Education and Experience

  • Professional accounting designation (CPA, CA, CGA) in good standing
  • 5 years’ experience in financial management/reporting, accounting, and financial systems
  • Experience in a public sector, provincial agency, or broader public sector setting an asset

Knowledge and Skills

  • Sound knowledge and understanding of accounting principles, financial analysis, and reporting.
  • Knowledge of full-cycle accounting close processes, accruals, and financial statements and Board reporting.
  • Knowledge and skills in financial systems such as QuickBooks or other ERP systems.
  • Knowledge of payroll administration and account receivable/payable processes, practices and related legislation.
  • Knowledge of quality assurance principles and practices and audit mechanisms.
  • Ability to take initiative in a fast-moving environment and strong organizational and prioritization skills.
  • Excellent interpersonal skills, including the ability to work effectively with all levels of staff.
  • Strong leadership skills and the ability to motivate teams to produce quality work within tight timeframes.
  • High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts.
  • Excellent analytical and problem-solving abilities, with a keen eye for identifying operational efficiencies and process improvements.
  • Excellent communication skills both verbal and written.
