The Office of Residential Tenancies (ORT) and the Provincial Mediation Board (PMB) are combined for operational efficiency. The ORT/PMB requires a person to serve as a permanent Deputy Director (Administration) (ORT), and Board Member (PMB) to fulfil the duties of those positions under The Residential Tenancies Act, 2006 and under The Provincial Mediation Board Act, respectively. This position is located in Regina. The salary range is equivalent to the MCP 08.

As the Deputy Director (Administration), and Board Member, you will:

  • Support the Director of the ORT in the operations of a high profile and high-volume administrative tribunal processing large volumes of applications annually.
  • Support the Director of the ORT in the implementation of the dispute resolution pre-hearing process by hiring and managing Dispute Resolution Facilitators, including managing client inquiries (walk-ins, emails, telephone, faxes) to achieve maximum client service efficiency.
  • Support the Chair of the PMB in the counselling of Mortgagors threatened with court proceedings to foreclose on land, and in tax enforcement proceedings.
  • Interpret and apply provisions of relevant Acts, (i.e., The Residential Tenancies Act, The Provincial Mediation Board Act, The Tax Enforcement Act, The Land Titles Act, etc. (ORT/PMB)).
  • Decide disputes under The Residential Tenancies Act with jurisdiction to issue ex parte orders in certain cases.
  • Undertake research to find, review, analyze and apply relevant legislation and case law in assessing arguments to resolve disputes and client complaints.
  • Oversee all aspects of administration, including policy development, financial processes and human resource matters.

What you will need:

  • Extensive tribunal and human resource background with emphasis in administrative law and privacy law. Experience working for an administrative law tribunal is desired.
  • Excellent computer skills.
  • Extensive knowledge of government’s financial processes and general accounting principles.
  • Excellent written and verbal communication skills, especially in dealing with difficult people.
  • Strong organizational skills and ability to set priorities and manage issues in a limited time-frame.
  • Proven track record of leading/supporting change and innovation, developing client-centered solutions to complex organizational issues and problems, and cultivating effective working relationships with clients, stakeholders and colleagues.
