This position will provide expert advice, assistance, direct support, coordination, planning, and evaluation for projects and policies within the Community Health and Pharmacy division. The incumbent will have responsibility for managing multiple projects/initiatives and policy/program development. While initiatives will be of varying magnitude and complexity, they may cross multiple functional lines and involve substantial changes in program design, business processes, technology, staff roles and/or resource allocation patterns.

The incumbent will be responsible for project management, as such, will participate as part of a team and must ensure consistent application of project management standards, coordination of information and risk mitigation efforts, resource management, and cross project integration. Additionally, the incumbent will support policy work development and will be expected to research and advise the application of legislative, regulatory and policy frameworks, and provide strategic council to leadership.

This position reports to the Executive Director, Community Health and Pharmacy, however, initiative direction may be the responsibility of divisional leads.

Duties will include but are not limited to:

  • Lead various health related initiatives (projects and policies) associated with work under the Community Health and Pharmacy portfolio. Help establish overall vision, charter, scope, goals, and strategic priorities for these initiatives.
  • Responsible for ensuring successful completion of assigned projects and policies and their conformance with the Department's vision and mandate.
  • Develop project management plans to achieve goals/objectives of the project and timelines that coincide with the project financial budget(s) and other targets.
  • Develop guidelines and tools to support implementation and facilitate the development of initiatives.
  • Ensure project management plans address project governance, communication, project reporting, management of risks, issues, configuration, quality assurance, procurement, and change management.
  • Develop and help execute a coordinated communication plan for initiatives in collaboration with various stakeholders.
  • Engage various stakeholders in the design, delivery and evaluation of projects and policies.
  • Identify and review current practices, and promote pragmatic advances based on best evidence, broader health sector initiatives, emerging trends and evaluation findings.
  • Develop deliverable projects, policies and implementation plans in collaboration with stakeholders.
  • Develop and implement evaluation frameworks, including objectives and methodologies, coordinate evaluation initiatives, and present results & recommendations.
  • Evaluate the effectiveness of existing government policies and programs to ensure efficiency, consistency and relevance.
  • Maintain detailed records of project activities, decisions and outcomes for future reference and learning.
  • Conduct administrative duties such as organizing and setting up meetings of various committees or potential working groups, preparing agendas and minute taking.
  • Keep abreast of current trends, liaise with various government departments to ensure congruency of plans and appropriate information management processes.
  • Other duties as required.

Minimum Qualifications:

  • Must have a university degree in a related discipline with training in areas related to project management and public administration;
  • Demonstrated equivalences will be considered.
  • Must have considerable experience, including experience working with management and executives, preferably in a health-related setting;
  • Must have experience managing and implementing policies and projects and strong knowledge of the health system;
  • Experience, high knowledge and proficiency in: project/program planning, performance monitoring and reporting; research, analysis, development and program evaluation; research methods; team building and group facilitation; and stake holder engagement communications is required;
  • Experience communicating complex information that is sensitive to the senior leaders/stakeholders and have a keen sense of political acuity;
  • Experience with evidence-informed decision making as an approach to health care practice.
  • Ability to undertake multidisciplinary research and analysis of public policy using a variety of tools;
  • Must have demonstrated leadership skills and strong interpersonal, facilitation and collaboration skills;
  • Organizational skills, including the ability to multi-task, prioritize, ensure follow-ups and adapt to changing needs;
  • Excellent ability to establish and maintain effective working relationship with stakeholders is required;
  • Excellent problem, conflict resolutions and facilitation skills; excellent oral and written communication skills are required;
  • Demonstrated ability to think and plan strategically and to develop and deliver presentations is required;
  • Demonstrated proficiency with typical business and analytical software, such as word processing, spreadsheets, presentations, email and statistical analysis software is required;
  • Must have a good work and attendance record and provide a satisfactory Criminal Record Check prior to commencement of employment.

Other Qualifications

  • Project Management Professional (PMP) designation and/or willingness to become a Project Management Professional is preferred.
  • Master’s or advanced degree in a relevant discipline, preferred.
  • Certified Change Management Professional, preferred.
