The Disability Programs Program and Service Design Branch at the Ministry of Social Services is seeking a Program Effectiveness Consultant who is a highly motivated, innovative, and detail-oriented individual with expertise in SQL, VBA, Java Script, and ETL including advanced data integration, data manipulation, automation, database development, and business intelligence reporting solutions and tools.
In this exciting role, you will work with highly-skilled cross-functional teams to design, develop, and maintain a data repository and reporting platform that improves business processes in support of policy and program design projects and decision-making for service delivery. You will lead and collaborate on work that aims to inform recommendations on major change initiatives and work planning for the division and the individuals we serve. You will also be called upon to provide expert guidance to staff implementing the data systems you have designed. The work of this position is critical in supporting continuous improvement initiatives to enhance client outcomes and quality of life for individuals with intellectual disabilities. You will be part of a team that values strong outcomes and quality services for Ministry clients and programs. Your ability to present complex subject matter to broad stakeholder groups is an asset.
This position is based in the Regina office.
The successful candidate will:
- Have expertise and strong proficiency in programming languages (i.e., VBA, SQL, and JavaScript) to manipulate, analyze, clean, and transform data for analysis and reporting purposes. The outcome of this work will be accurate and insightful reporting to support decision-making.
- Be responsible for developing and operationalizing different processes (e.g., ETL) to extract, verify and combine data sets from disparate data sources using various computer platforms.
- Have advanced knowledge of Excel and Adobe Acrobat Pro to create forms and manipulate data.
- Have strong data visualization skills and extensive experience using tools such as Power BI and Excel, including writing code to develop and present large and complex data sets used to support evidence-based decision-making.
- Have experience applying research methodologies in order to structure and manage data and troubleshoot technical issues.
- Bring a client-centred perspective to all work;
- Be a leader with demonstrated ability to understand and respond to multiple demands;
- Have a proven track record in developing and maintaining professional relationships with colleagues and community partners;
- Be results-oriented and accountable with the ability to exercise sound judgment in a continuously changing environment;
- Have excellent interpersonal, oral, and written communication skills.
The knowledge and skills for this position are typically acquired through a graduate degree in computer science, data science, engineering, or other related disciplines. These educational qualifications should be combined with at least three to five years of professional-level experience with SQL, VBA, JavaScript, ETL, business intelligence software, database modelling, and in a complex, integrated IT environment, especially in analytics, data warehousing and reporting. Equivalent combinations of education, experience and training will be considered.
