Responsibilities PRIMARY PURPOSE

Manages and supports BCRTC Maintenance service delivery and Train Operations personnel by assuming direct control of all maintenance systems and responses to all Maintenance and Engineering personnel during service disruptions, incidents and emergencies or any other condition as defined by procedures, as well as implementing maintenance recovery plans for the affected system(s) and any related activity that may affect system operation.

Key Accountabilities

  • Manages and oversees recovery responses to all service disruptions, system failures, engineering and maintenance train failures, and adverse weather plans/special event coverage in a safe timely manner.
  • Assesses, dispatches and oversees appropriate Maintenance and Engineering staff to recover system/train failures and emergencies, emergency response related to train breakdowns and infrastructure repair and failures, to ensure disruption of scheduled service is minimized.
  • Provides maintenance and engineering collaboration to the Train Operations Control Center Mangers, assists and advises on timely alternate service strategies in response to service disruptions system failures or emergencies including frequent and effective communications with internal departments as required to reduce service disruptions and activities that affect system operation.
  • Creates various reports impacting service and infrastructure for corporate stakeholders, summarizing previous days’ incidents and regular status reports regarding significant incidents.
  • Leads debrief meetings to review the upcoming work plan, ensuring all tasks are clearly assigned and prioritized. Oversees the allocation of necessary resources to technicians, addresses any special considerations for scheduled work, and adjusts or reassigns tasks as needed. Confirms operational plans (OP), verifies VA requests, and provides guidance on unscheduled work. Facilitates proactive planning to ensure preparedness and efficiency for the upcoming week.
  • Develops and implements Maintenance and Engineering failure management procedures ensuring that investigations are undertaken, and reports are submitted for all serious service delays, incidents, breakdowns, and equipment failures.
  • Prioritises and coordinates emergency maintenance tasks for staff on assigned shifts, ensuring effective communication and collaboration with maintenance teams to address urgent issues promptly and efficiently.
  • Executes decision making for all maintenance staff during emergencies.
  • Manages emergency repairs or maintenance required during daily service, defines Work Zone, collaborates with Train Operations on the use of Emergency Occupancy Permits and identifies to the Train Operations Control Center Manager the appropriate person to be designated an Area Coordinator to ensure that service is restored as soon as possible.
  • Oversees the safe and efficient execution of Work Authorization Permits, Verbal Authorities, and Permission-To-Enter Clearances in accordance with existing rules and procedures by Maintenance and Engineering personnel in collaboration with the Train Operations Control Center Manager.
  • Determines whether substance testing is required consistent with the Alcohol and Drug-Free Workplace Policy. Liaises with senior leadership as required, oversees the testing process, and manages the overall response to mitigate risk.
  • Participates in recruitment, selection, training, performance management and discipline of non-exempt staff, including participating in first level grievances.
  • Fosters a culture of continuous improvement by actively identifying opportunities to eliminate waste, streamline processes, and enhance operational efficiency across the organization.

Qualifications EDUCATION AND EXPERIENCE

The requirements for this job are typically acquired through a diploma from a recognized institution of technology in a relevant field, including courses in communications, and emergency response and Completion of a Management Certificate Program (including courses in labour relations, conflict resolution, supervisory techniques and management principles), plus, six (6) years’ experience in progressively responsible positions in rail maintenance which include supervisory experience in an operational service capacity.

Previous experience coordinating or responding to emergency situations in an operations environment.

Able to relay technical information in a manner that is clearly understood by others.

Solid working knowledge of standard office tools including word processing, and spreadsheet software.

Decisive and capable of working under extreme pressure with the ability to take overall command of Maintenance and Engineering responses during service disruptions and emergencies and coordinate and control resources in an organized and decisive manner.

Other Information Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule 37.5 hours per week.

Rate of Pay The salary for this position ranges from $97,600 - $146,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
