About the role
The Criminal Intelligence Analyst provides analytical support within the mandate of the Strathcona County Detachment by conducting research and performing analysis of criminal information relating to criminal activities and relationships. This role is key in identifying criminal trends and patterns as well as developing analytical intelligence products that assist in furthering intelligence, investigative, enforcement and prevention activities performed by the department and other agencies.
Key Responsibilities:
- Analyze, cross reference, identify and compile data and statistics from a variety of sources
- Conduct background research on criminals or suspected criminals under investigation to establish criminal profiles
- Develop statistical information indicating crime trends and patterns of criminal activity
- Develop investigative leads and links to distinguish patterns and trends
- Prepare briefs, reports, statistics and other communication material
- Create, prepare and review various intelligence documents (weekly/monthly reports, articles for publication, bulletins, letters, etc.) to disseminate information
- Participate in presentations, lectures and seminars as an expert resource
- Liaise with internal and external groups/individuals to provide analytical assistance, collect and/or disseminate intelligence data, and share resource sources
- Provide expert advice on complex issues through tactical and strategic analysis focused on the criminal activity within Strathcona County
- Present testimony at court proceedings and trials regarding investigations conducted by the department, and conduct briefings to present intelligence data to authorized officials
Qualifications and Skills:
- Post-secondary Degree in a related discipline (Criminology, Criminal Justice, or other Social Science or equivalent)
- A minimum of 5 years related experience in analysis and research including experience in crime analysis working within a law enforcement environment
- Knowledge of the Provincial Threat Assessment process including submissions, as well as note taking and vetting requirements for court disclosure
- Ability to understand and interpret federal, provincial and municipal laws, regulations, policies and procedures pertaining to law enforcement and crime analysis
- Experience with CCIS including querying, vetting, and sharing requirements of documents uploaded to CCIS is an asset
- Familiarity with Strathcona County policies and RCMP practices is an asset
- Excellent interpersonal and communication skills to interact and build relationships with internal and external stakeholders
- Proven public speaking and presentation skills, and experience preparing concise and effective reports, presentations and other communications
- Strong organizational and planning skills to manage a variety of responsibilities with constantly changing scopes and timelines
- Critical and innovative thinking abilities to effectively analyze data, see linkages and patterns and problem solve
- Extremely high attention to detail
- Proficient using RCMP and County software including Microsoft Office, SharePoint, i2, PROS, CPIC, EPROS, JOIN, ACIIS, ROADS, ORCA and CORES and the ability to use Geo Time Mapping software, GIS PRO and Knowledge and ability to analyze BERLA vehicle infotainment downloads
- Experience in OSINT (Open Source Intelligence) is an asset
- Experience in reviewing cell tower dump production order returns to identify investigative leads for investigators and knowledge on how to map the relevant details
Conditions of Employment:
- Ability to obtain and maintain RCMP Enhanced Reliability Security Clearance
- Willingness to work in a busy policing environment, including exposure to unsettling and/or graphic material
- Willingness and ability to testify in court
