LOCATION: Tropicana’s Head Office, 1385 Huntingwood Drive, Scarborough, ON

HOURS: 9am – 5pm, Mon – Fri; 35 hours per week. Occasional Evenings & Weekends as required for facilitation of programs

SALARY: $60,000 - $70,500

START DATE: August 2025

About the Position

The Project Evaluator is responsible for supporting the design, coordination, and implementation of evaluation strategies across organizational programs and initiatives. This individual will play a key role in embedding learning, accountability, and data-driven decision-making into the organization’s culture. The Project Evaluator will work collaboratively with internal teams and external partners to ensure programs are grounded in equity-focused evaluation frameworks, are outcomes-driven, and meet the data and reporting requirements of funders, leadership, and community stakeholders.

The successful candidate will be highly analytical, strategic, and skilled in both qualitative and quantitative methods. They will be responsible for coordinating evaluation planning, data collection, analysis, and dissemination of findings, and ensuring that all evaluation activities are aligned with the organization’s mission, strategic objectives, and community-centered values.

Areas of Responsibility

Planning & Program Development:

  • Support the development of evaluation plans and performance measurement frameworks for new and ongoing projects for SBCCI and other departments.

  • Collaborate with program teams to develop logic models, theory of change documents, and key performance indicators (KPIs) for each initiative.

  • Provide technical support to staff in designing and adapting tools for outcome and impact measurement.

  • Assist in aligning evaluation activities with organizational strategic goals, funder requirements, and community priorities.

  • Conduct environmental scans and literature reviews to support evidence-based decision-making and best practices.

  • Participate in internal planning sessions to advise on how evaluation data can inform future program development and innovation.

Evaluation Implementation & Date Collection:

  • Coordinate and manage day-to-day evaluation activities for organizational programs.

  • Develop, refine, and administer data collection tools such as surveys, focus group guides, interview protocols, and observation checklists.

  • Coordinate the scheduling and facilitation of interviews and focus groups with program participants, staff, and community stakeholders.

  • Ensure all data collection activities are culturally responsive, trauma-informed, and respectful of community values.

  • Maintain clear documentation of evaluation procedures, consent processes, and feedback mechanisms.

  • Assist in the training of staff and community partners on data collection practices and evaluation ethics.

Data Analysis & Reporting:

  • Lead the analysis and dissemination of evaluation findings to support internal and external knowledge sharing.

  • Organize, clean, and manage qualitative and quantitative data for analysis.

  • Analyze survey data, focus group transcripts, and other evaluation inputs using appropriate software (e.g., Excel, Power BI, SPSS, Python).

  • Draft detailed evaluation reports, executive summaries, and infographics that clearly communicate findings, trends, and recommendations.

  • Prepare interim and final evaluation reports for funders and stakeholders, ensuring compliance with all reporting deadlines.

  • Translate findings into learning products (slide decks, dashboards, summary briefs) to support decision-making and organizational learning.

  • Support the integration of evaluation results into program reviews, impact reports, and strategic planning.

Capacity Building & Organizational Learning

  • Strengthen the organization's capacity to conduct and use the most appropriate evaluation processes.
  • Provide coaching and support to program staff in using evaluation tools, interpreting data, and applying findings to improve practice.
  • Lead or assist in the facilitation of training workshops on monitoring and evaluation (M&E) principles and methods.
  • Promote a learning culture by helping teams understand how data and evaluation processes inform their work.
  • Support the development of shared evaluation templates, guides, and standard operating procedures across departments.
  • Assist in the coordination of internal learning events and reflection sessions.

Skills and Qualifications

Education:

  • Post-secondary education in Social Sciences, Public Policy, Community Development, Program Evaluation, or a related field.

Work Experience:

  • Minimum 3 years of experience conducting program evaluation or community-based research.

  • Demonstrated experience in both qualitative and quantitative evaluation methods.

  • Strong ability to manage multiple evaluation projects across programs with varying timelines and scopes.

  • Proficiency in data analysis and visualization tools (e.g., Excel, Power BI, SPSS, Python).

  • Excellent written and verbal communication skills, with the ability to translate data into accessible and actionable insights.

  • Lived experience within the Black, African, or Caribbean communities is strongly preferred.

  • Understanding of equity-focused, culturally responsive, or anti-racist evaluation frameworks.

  • Familiarity with nonprofit and community-based program environments, including funding and reporting cycles.

  • Strong organizational and time management skills, with great attention to detail.

  • Resourcefulness and an ability to learn and adapt quickly to new tools and evaluation needs.

Other Duties:

  • Participate in special projects, strategic planning, and evaluation-specific initiatives as assigned.
  • Represent the organization in a professional and ethical manner at all times in interactions with staff, community members, and external stakeholders.
