Financial Analyst and Auditor
About the role
This position is an integral part of the Health PEI Finance Team and assists the Manager of Fiscal Planning and Audit with the operation of financial systems and the monitoring and reporting on the financial information of Health PEI.
Duties will include:
- provide advice and support to Health PEI senior leadership and program directors/managers on governmental, departmental, and crown agency financial policies, legislation, and regulations.
- provide advice and support in the areas of budget planning and development, quarterly forecasting, expenditure trending, cost analysis, and submission procedures for Treasury Board/Executive Council.
- ensure fiscal accountability by providing direct financial advice and support to division managers and directors in their respective programs and service delivery.
- conduct financial and administrative analysis to support strategic planning and informed decision-making.
- assess program compliance, efficiency and effectiveness, recommend corrective actions as needed and provide assistance to HPEI’s Senior Auditor with the audits of Health PEI programs when required.

Minimum Qualifications:
- Applicants must have a university degree in a related discipline and a professional accounting designation supplemented by considerable financial analysis experience, preferably within a large, multi-faceted organization.
- Experience and knowledge in the collection and analysis of financial information, budgeting, internal audit & financial planning as well as knowledge of the collective agreements, Oracle Financial System, Excel, and PeopleSoft is required.
- Applicants should have a sound knowledge of the PEI Health System.
- Applicants must have proven interpersonal, leadership, organizational skills and strong communication skills.
- The successful applicant must have a good previous work and attendance record.
Other Qualifications:
- Training in health economics would be an asset.
- Experience in preparation of Treasury Board and Executive Council submissions would be an asset.
- External audit experience would be an asset.
- Additional relevant education and experience would be an asset.
- The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.
