FCC Canada, part of the Construction Division of FCC Group, has been present in Canada since 1997. We have been involved in innovative subway infrastructure work, such as the Highway 407 stations and Northern Tunnels for the Toronto York Spadina Subway Line Expansion, as well as the construction, operation, and maintenance of the Fredericton Moncton Highway. FCC Canada excels in civil works such as roads, railways, maritime construction, tunnels, bridges, and subway projects.

Pape Tunnel and Underground Stations (PTUS) FCC Canada, in a 50/50 joint venture with Webuild Civil Works Inc., will deliver the Pape Tunnel and Underground Stations section of the Ontario Line. This includes design, construction, supply, and operation of three kilometers of twin tunnels underneath Pape Avenue between the Gerrard tunnel portal and the Don Valley bridge, two underground stations (Pape and Cosburn), two tunnel portals, three emergency exit buildings and a rail switch/crossover in the section of tunnel near Sammon Avenue. The Pape Station connection will interface with Toronto Transit Commission Line 2 subway and related works.

The project uses a Progressive Design-Build (PDB) model, allowing greater collaboration between the project owner and contractor.

Position Summary Reports to: Health and Safety Manager

The Health and Safety Coordinator ensures that other employees can complete their work safely. They set safety standards for their workplace based on legal requirements and train employees to help them understand these rules. The Health and Safety Coordinator also monitors working conditions and resolves any safety issues that may arise. They work in construction sites and workshop settings.

The Health And Safety Coordinator’s Key Responsibilities Are

  • Complete Daily Orientation in the Field.
  • Educate employees on safety standards and expectations as well as safe operation.
  • Organize routine training on health and safety matters for staff.
  • Train supervisors, managers, and other leaders in health and safety standards.
  • Investigate accidents onsite and identify probable causes.
  • Handle risk assessments to gather information on safety issues.
  • Organize accident investigation processes.
  • Conduct safety observation reports regularly.
  • Attend safety walks and inspections to analyze safety risks.
  • Intervene in correcting unsafe work practices on the project.
  • Ensure compliance with OSHA, federal, provincial, and local regulations.
  • Monitor employees' and the company’s adherence to safety policies and guidelines.
  • Draft, formulate, and administer safety policies; disseminate policies to crews and subcontractors.
  • Verify that employees consistently follow safety protocols.
  • Maintain documentation of the company's safety procedures, accidents, and related events.
  • Keep records of all safety-related issues and ensure corrective measures are taken.
  • Maintain confidentiality of sensitive documentation.
  • Document safety considerations within design documents and communicate safety requirements to stakeholders.
  • Include safety-related information in project meetings and progress reports.
  • Analyze health and safety data; review and recommend changes to regular activities.
  • Plan health and safety programs and protocols.
  • Develop, track, and analyze key performance indicators (KPIs) to assess workplace safety performance.
  • Ensure compliance with health and safety regulations by monitoring incident rates, near-miss reports, and employee participation in safety initiatives.
  • Provide regular reports and recommendations for continuous improvement.

Education And Qualifications

  • 5+ years of relevant work experience in a similar role.
  • Possess a bachelor’s degree in health and safety or any science related field.
  • National Construction Safety Officer Certificate is required
  • Canadian Registered Safety Professional would be an asset,

Job Requirements

  • Knowledge of safety in the construction industry.
  • Understanding of OSHA regulations, COR principles, ISO 45001 requirements, and other federal, provincial, and local safety regulations.
  • Knowledge of construction safety management, including Occupational Safety and Health guidelines.
  • Registration as a Certified Safety Professional or similar form of licensure as a safety officer.
  • Capability to follow up on WSIB with IHSA and collaborate with the project team in case of an incident/accident involving a PNC employee until the case is closed.
  • Knowledge of processes for coordinating local safety records gathering from IHSA (COR, WSIB, WSIR, LTI, etc.) without supervision.
  • Ability to follow up on cases with insurance companies if workers’ compensation or other types of compensation are required by an injured employee until the case is resolved.
  • Previous experience organizing and leading the Joint Health & Safety Committee.
  • Knowledge and skills to organize and lead safety awareness campaigns.
  • Ability to prepare training materials and deliver safety training sessions.
  • Strong communication skills for educating employees on safety standards and expectations.
  • Ability to work well within a team and engage with diverse groups of people.
  • Critical thinking, analytical, and problem-solving skills.
  • Attention to detail in reviewing safety records and ensuring compliance.
  • Capability to manage multiple projects and priorities while meeting deadlines.
  • Must be able to prioritize and multitask across various safety responsibilities.
  • Excellent verbal, written, and interpersonal communication skills across all levels of the organization.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) for documentation and reporting.
