Joint Use Support Specialist

Number of positions: 1 Job Location: Edmonds B03

Annual salary: $ 70,800.00 - 76,300.00

What you'll do

  • Reviews design work requests for installations of attachments to BC Hydro’s distribution infrastructures to ensure

accuracy of costs and pole coding for cost recoveries to meet contractual obligations of the Joint Ownership and Use

Agreement (JOUA). Corrects design work requests related to JOUA or liaises with Distribution Design staff to make

necessary corrections. Approves and processes cost recoveries and adjustments. Monitors design workflow to identify

potential issues; work with stakeholders to oversee workflow issues and advance work requests to completion.

  • Oversees the Joint Use (JU) unbilled record billings in various stages of completion (such as error logs, Distribution

Analysis & Design (DAD) correction notes, pole plan issuance, incomplete pole identification and Field Completion).

Addresses all issues related to work completion, including working with various groups within Operations, IT and TELUS to

address the data issues then correct, complete and report monthly. Works with stakeholders to resolve stalled Plant

Alterations and interface failures.

  • Provides JOUA billing administration direction and/or support to meet contractual obligations of the JOUA. Identifies the

root causes of various JU billing errors/issues and engages with stakeholders to prevent these errors by: process mapping

to identify process gaps within the billing, design, work management systems and BC Hydro/TELUS processes;

investigating the application of JU Guidelines, Distribution Instructions and Standards in targeted scenarios; consulting with

stakeholders and subject matter experts; and proposing and facilitating process/system improvement projects to improve

efficiency and data accuracy. Identify system fixes or enhancements and participate with business groups and IT staff in the

planning and implementation of improvements through activities such as testing the enhancements and developing and

delivering user training material.

  • Provides JOUA administration direction and/or support by: providing guidance and clarification to stakeholders on the

application of JOUA and JU guidelines; identifying opportunities to improve JU processes; discussing process

improvements and impacts with stakeholders; working with stakeholders to implement process improvements; resolving

various BC Hydro/TELUS issues related to JOUA; verifying issues and responding to external customers directly or

forwarding to applicable stakeholders for response or corrective action such as co-ordination of safety related issues to

completion.

  • Provides 2nd level help desk support for Joint Use Administration System (JUAS) and DAD (object specific, i.e. pole

related data) database administration by: creating and modifying databases and master files; responding to user system

inquiries and troubleshooting issues; coordinating with Technical Support and working with primary database users to

determine required modifications to resolve problems; working with other system/application owners to resolve JUAS

interface issues; carrying out user acceptance testing to ensure fixes/enhancements meet functional and operational

requirements; establishing and maintaining JUAS user-access database policies and procedures and co-ordinating access

review with TELUS; and validating data performance monitoring guidelines to ensure data accuracy.

  • Reviews design work related to JOUA according to existing process maps, operating procedures, instructions, manuals

and other guidelines. Develops updated or new process maps, etc., to reflect proposed solutions to increase efficiency/
accuracy, and presents the updated or new document to the relevant governance committee for approval.

  • Maintains JOUA dashboard to monitor and track progress of work and milestones

  • Prepares or updates field and system documentation, new or revised operating procedures, instructions, manuals and

other guidelines.

  • Establishes and maintains key relationships and represents JOUA interests with other groups involved in the delivery of

projects, including other departments, consultants, contractors and suppliers through attendance at relevant governance

committee meetings and attendance at internal and external meetings with the groups involved in the delivery of process

improvements.

  • Occasional requirement to conduct field audits to ascertain plant/wireline placement and pole ownership.

  • Performs duties of a minor nature related to the above duties that do not affect the rating of the job.

What you bring

  • Certificate in a technical field of study (such as Computer Science, Information Technology or Electrical Engineering

Technology) from a nationally accredited program; and two (2) years of electrical utility design or business/operational

processes and systems (such as help desk experience).

OR

  • Completion of BC Hydro’s design training program; and four (4) years of electrical utility design experience.

  • Requires Electrical Utility Fundamentals course (or equivalent); or must be completed within one (1) year of starting in the

job.

  • Must hold a valid class five (5) driver's license.
