About the role

Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Corporate Communications (External) team is the service-focused strategic communications centre of excellence, helping departments across Metrolinx enable change that resonates with people across the region, supporting GO Transit, UP Express, PRESTO, safety, partnerships and corporate programs, as well as the key priorities and objectives of Metrolinx.

Reporting to the Manager, Corporate Communications (External), you will collaborate with internal and external stakeholders to develop and implement strategic communications plans and initiatives, with a strong emphasis on planning, development and delivery of communications materials, issues management, media relations support, and acting as a primary point of contact for stakeholders.

Number of Positions: Two temporary full-time position

  • One contract for up to 19 months – immediate start
  • One contract for up to 18 months – November 2025 start

What will I be doing?

  • Leads the planning and execution of communications strategies and associated tactics (e.g. comprehensive plans, web pages, printed materials, videos, presentations, and events).
  • Provides strategic communications counsel, direction, and perspective to help inform and guide senior decision-makers; liaises with senior management to create presentations, submissions, and correspondence (e.g. financial, policy and communication strategies).
  • Acts as a relationship manager and key contact to develop and implement strategic communications with internal and external stakeholders (e.g. political, public, media, government, and employees), anticipate and communicate communications risks and opportunities, and address issues as they arise.
  • Represents the communications team to all staff levels, and liaises with government agencies (Ministry of Transportation) to provide advice and develop and implement effective communications strategies.
  • Writes key messages supports development of internal and external content including, web, social media, and editorial aligned to broader strategy.
  • Coordinates and participates in the planning and implementation of communications and public affairs activities; provides communications planning and promotional input and support to projects and events.
  • Participates and leads peers in project management for the development and execution of long and short-term communications initiatives with cross-functional team of professionals in corporate communications, marketing, web site development, media relations, stakeholder relations, community engagement and project teams.

What Skills and Qualifications Do I Need?

  • Completion of a degree in communications or a related discipline – or a combination of education, training, and experience deemed equivalent.
  • Demonstrated progressive experience in communications, public affairs, journalism, or equivalent.
  • Knowledge of strategic communications planning and execution (e.g. government transportation and policy analysis).
  • Knowledge and/or prior experience with customer operational communications is an asset.
  • Project and time management skills to coordinate a number of complex projects under pressure to meet schedule and budget commitments.
  • Ability to understand, use, and communicate specialized information.
  • Independent thinking and the ability to work autonomously to undertake proactive communications activities in support of major projects.
  • Analytical ability, oral/written communication competencies, and negotiation skills to write key messages, news releases, print materials, and create presentations, speaking notes, submissions, and correspondence.
  • Political acuity is an asset.
