About the role
THE ORGANIZATIONAL SETTING The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection.
The Revenue and Product Management Section (RPM) at ICAO Headquarters in Montreal is seeking a Market and Business Intelligence Specialist to support the Capacity Development and Implementation Bureau. This is an exciting opportunity to contribute to ICAO’s global mission by shaping data-driven strategies across a diverse portfolio of revenue-generating initiatives, including digital services, training, data solutions, and publications.
In this role, you will apply your analytical expertise and strategic insight to inform key decisions, drive product development, and enhance financial modelling and market intelligence efforts. The ideal candidate combines strong business acumen with exceptional communication skills and thrives in a cross-functional, international environment.
MAJOR DUTIES AND RESPONSIBILITIES Function1 (incl. Expected results)
Market Intelligence And Opportunity Assessment , Achieving Results Such As:
- Conduct research to identify market trends, emerging needs, and competitive landscapes for ICAO products, including Commercial Publications, Training courses etc.
- Perform analysis to estimate the size of serviceable obtainable markets for ICAO products and services.
- Evaluate potential growth areas and strategic risks through segmentation, benchmarking, and scenario modelling.
- Produce actionable recommendations to support product development and business growth.
Function 2 (incl. Expected results)
Business Cases Development , Achieving Results Such As:
- Build comprehensive business cases to assess the feasibility, sustainability, and impact of new initiatives.
- Analyze internal and external data to model financial outcomes, including cost structures, revenue potential, and ROI.
- Formulate recommendations and present findings to internal stakeholders, including senior management.
Function 3 (incl. Expected results)
Pricing Analysis And Financial Modelling, achieving Results Such As:
- Conduct in-depth pricing analysis across services and offerings, assessing elasticity and margin implications.
- Evaluate historical pricing trends, regional price sensitivities, and customer segmentation impacts.
- Support the design of pricing strategies that align with market conditions and ICAO’s value proposition.
- Prepare financial models to simulate pricing scenarios and assess revenue optimization opportunities.
Function 4 (incl. Expected results)
Provide project management support to new product implementation, achieving results such as:
- Support the coordination of cross-functional initiatives from ideation to implementation.
- Ensure timely information flow and alignment between analytical outputs and strategic goals.
- Participate in change initiatives by analyzing stakeholder needs and measuring adoption and impact.

QUALIFICATIONS AND EXPERIENCE Provide other related duties, as assigned. Educational background Essential
- A first-level university degree in business administration or a related field of study or equivalent.
Desirable
- A second-level university degree in business administration or a related field of study or equivalent. MBA is an asset.
Essential Professional experience and Knowledge
- Minimum five (5) years of relevant experience in market research, business analytics, strategic planning, or a related domain.
- Demonstrated ability to interpret data, derive insights, and communicate complex findings clearly.
- Experience in financial modelling, pricing analysis, and competitive intelligence.
- Strong command of analytical tools and software, including spreadsheets and data visualization platforms.
- Effective interpersonal and communication skills with experience engaging diverse stakeholders.
Desirable
- Experience working in an international, governmental, or aviation-related context.
- Familiarity with digital platforms, CRM systems, or enterprise analytics tools.
- Understanding of data governance, digital strategy, or IP-based business models.
Language Skill Essential
- Fluent reading, writing and speaking abilities in English.
Desirable
- A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT It should be noted that this consultancy is to be filled for an initial period of twelve (12) months with a possibility of an extension. This is a full-time position.
Please note that the monthly rate for Band B varies from CAD 5,097 to CAD 8,122.
