The purpose of this temporary position is to provide leadership to the Tobacco Control Program through the design and implementation of Tobacco Prevention and Harm Reduction initiatives and ongoing development, coordination and evaluation of a comprehensive and integrated provincial Tobacco Cessation Program.
Duties include:
- Managing and providing guidance on program design and implementation, researching innovative best practice, analyzing, interpreting and synthesizing policy information, interpreting legislation and regulations, and contributing to the development of guidelines, procedures, policies and best practice standards for tobacco control and the prevention of chronic disease .
- Collaborating with acute, primary, ambulatory, home care and community service programs to design and streamline the program and to ensure issues of equity, diversity, ethnicity, language and culture are reflected in program design, communication and engagement activities.
- Liaising with healthcare partners to ensure coordinated, timely and quality programs and services meet the applicable standards and ensure compliance with the Ottawa Model for Smoking Cessation and relevant policies, guidelines, acts and legislation.
- Coordinating and directing tobacco prevention efforts and promoting the Tobacco Cessation Program through the development of a collaborative communication plan to promote the program and to educate the public and media about the health effects of tobacco use, policy and regulations, and cessation services and programs for Islanders.
- Consulting with community partners and facilitating partnerships to strengthen the tobacco cessation program and ensure equitable access to tobacco cessation services and supports.
- Planning and organizing outreach activities to ensure better understanding and awareness of existing and emerging issues and tobacco cessation program initiatives.
- Monitoring and collaborating with Health PEI and community partners in the coordination and delivery of education and training for staff.
- Developing and implementing an evaluation framework for prevention and cessation programming, identifying program indicators to meet evaluation objectives and collaborating with the epidemiology team for purposes of research, analyzing and summarizing data, drafting manuscripts and public-facing reports, and advising on best practices.
- Monitoring financial obligations of the program including campaign budgets and contracts, developing and evaluating RFPs/RFQs and forecasting and tracking expenditures.
- Providing strategic advice and recommendations on the development and implementation of tobacco control programs, policies, and processes and representing HP/CPHO/DHW on FPT working groups, interdepartmental and intergovernmental committees and initiatives, advisory committees, and acting as chair of a Provincial Working Group and other related duties.
Minimum Qualifications:
- Bachelor’s Degree in field of health, nursing, social science or public administration.
- Considerable experience in public health such as health protection/harm reduction, health promotion, population health assessment and/or the social determinants of health, particularly in the advancement of programs, policies or legislation.
- Demonstrated equivalences will be considered.
- Strong knowledge of tobacco control programming and chronic disease.
- Excellent interpersonal and motivating skills with demonstrated accountability and responsibility, negotiation and conflict management, judgment and decision-making skills.
- Excellent written and verbal communication skills.
- Initiative and independence in managing workload and ability to form and maintain partnerships.
- Ability to understand and resolve complex issues, manage multiple tasks and meet deadlines.
- Competence in using computer software programs; Microsoft Office, Data systems, Web platforms, etc.
- Core knowledge of public health; policy, program planning, implementation, and evaluation; health equity and determinants of health.
- A good previous work and attendance record .
- A valid Driver’s License and a reliable motor vehicle and the ability to work flexible hours-evenings and weekends.
- The successful applicant must provide a satisfactory criminal record check prior to beginning employment
Other Qualifications:
- A Master’s level degree is an asset.
- Bilingual in French will be considered an asset.
- Additional relevant education and experience will be considered an asset.
