This position works in the FOI, Privacy & Records organizational unit. Reporting to the General Manager, Corporate Services, the Records, Privacy and Information Administrator oversees the planning, development, implementation and administration of the Corporate Records and Information Management division of the City. The Administrator is the Deputy Privacy Officer for the City and acts in the absence of the Privacy Officer for matters required under provincial legislation related to record and information access and privacy. An incumbent develops, implements and updates city-wide information governance policies, procedures and guidelines; responds to requests for information under the Freedom of Information and Protection of Privacy Act (FOIPPA); assists with the identification, analysis and authorization of Privacy Impact Assessments (PIA); and conducts privacy breach investigations. Furthermore, the Administrator collaborates with City staff in reviewing and updating records classification system and retention schedules; promotes the management and preservation of corporate records; recruits, trains, and manages staff members. Performs related work as required.
Qualifications include university degree in records management, business or a related discipline, certification as Certified Records Manager and five years of related experience, or an equivalent combination of education, training and experience. This role requires thorough knowledge of: the Local Government Act, Community Charter, Freedom of Information and Privacy Act (FOIPPA), Canadian Anti-Spam Legislation (CASL), City Bylaws, policies and regulations governing the work; records management principles, practices and legal requirements; operations, functions and records and information requirements of City departments. This role also requires the ability to: plan, develop and implement processes, policies, procedures and legislative requirements; interpret and apply provisions of FOIPPA, regulations and Commissioner’s Orders; lead projects in a team-focused, fast-paced environment; plan, assign, supervise and review the work of staff and to hire and train same; establish and maintain effective working relationships with internal and external contacts and to provide technical expertise, information and assistance to same; prepare correspondence, records and reports related to work; communicate effectively orally and in writing and to make presentations; deal with confidential and sensitive information; organize and determine priorities and deadlines. Skill in the use of various software applications.
