The Role As our ideal candidate, you will be a collaborative and visionary leader with a strong track record in shaping enterprise technology strategy within complex organizations. You will lead the City’s Information Technology function with a focus on enabling secure, efficient, and responsive digital services that support both internal operations and community needs.
As a key member of the City’s leadership team, you will provide strategic oversight of corporate IT systems and digital initiatives, working closely with departments across the organization to foster innovation, support data-informed decision-making, and deliver technology solutions that enhance service delivery and long-term organizational success.
Your Primary Responsibilities Will Be Focused On
- Developing and communicating a city-wide IT strategy aligned with the City’s vision, advancing architecture, standards, and policies that support innovation, sustainability, and security across departments
- Establishing and overseeing technology frameworks including governance models, project standards, and operational policies to ensure consistent, effective service delivery that reflects organizational priorities
- Identifying and integrating emerging technologies such as artificial intelligence, automation, and data analytics, while staying informed on industry trends and best practices
- Advising City leadership and Council on technology-related opportunities and risks, with a focus on business continuity, service quality, and organizational resilience
- Leading focused IT related initiatives and projects across the organization. This may include planning, coordinating, and delivering major initiatives, while managing external consultants and cross-functional teams
- Supporting business units in leveraging enabling technologies to improve efficiency, responsiveness, and customer service
- Providing strategic leadership to the IT department, fostering a culture of accountability, collaboration, and learning through mentorship and change leadership
- Lead the development and administration of applicable IT policies to ensure the appropriate controls, integrity, and resilience of the City’s digital infrastructure, including documentation standards, data governance, and disaster recovery
- Collaborate with the Corporate Risk and Controls team to ensure enterprise cybersecurity needs are proactively addressed and that technology-related risks are effectively mitigated
- Managing IT financial resources, including operating and capital budgets, lifecycle planning, and asset management to maximize value and support corporate goals
- Championing a culture of innovation and service excellence, empowering teams to embrace technology as a driver of public service and long-term community impact
- Develop and maintain partnerships with other municipalities, agencies and industry related organizations to leverage effective service delivery
- Utilize continuous improvement methodologies to identify opportunities, implement appropriate processes/technology, and ensure efficient service delivery
- Deliver results through established key performance indictors (KPI) to ensure successful program delivery and customer satisfaction
Your Professional Experience And Skillset
- Bachelor’s Degree in Computer Science, Information Systems, or a related field
- At least 15 years of progressive IT leadership experience, including strategy, systems modernization, and organizational change
- Designations such as ITIL, PMP, CISSP, CISM, TOGAF, or other relevant certifications are considered assets.
- Experience in a municipal or public-sector environment will be considered an asset.
- Expertise in data governance, contract management, and business continuity planning
- Proven experience leading digital transformation and integrating emerging technologies such as AI, automation, and cloud-based solutions
- Strong financial acumen, with experience managing complex operating and capital budgets
- Skilled in building and leading high-performing teams through change, mentorship, and workforce development
- Political acumen and excellent communication skills, with the ability to engage and influence at all levels
- A collaborative and future-focused leadership style, grounded in public service values and a commitment to innovation
