Job Description Role Purpose The Project Manager – Owner Representative will be responsible for leading a complex container terminal infrastructure project which includes new labour and maintenance buildings, building demolition, site servicing and container yard redevelopment. The initial 12-month contract services includes leading the planning, permitting, consultation, procurement, and engineering design processes with an opportunity to continue and lead the design build project through construction, and commissioning.
About The Role
- Provide leadership and represent DP World Canada and GPPMD through the full life cycle of the project
- Represent the business and coordinate with GPPMD and external stakeholders, including port authorities, First Nations, consultants, and contractors, to maintain alignment on strategies and project direction.
- Organize and lead workshops with Terminal Operations, Technology, Safety and Security groups to gain alignment on project performance and technical requirements to meet current and future business needs
- Develop and maintain the project scope, schedule, and budget with appropriate risk cost estimates, ensuring reliable delivery and alignment with project objectives, GGMD expectations and resource plans.
- Manager design and environmental consultant contracts, including primary responsibility for review of design drawings reports and specifications to ensure engineering deliverables meet DP World, regulatory and stakeholder requirements.
- Liaise with DPW project stakeholders responsible for Operational activities to secure interface management with the Terminal operations
- Manage Request For Qualification and Request For Proposal documentation and take a leadership role in the selection, and coordination of consultants and contractors
- Manage the procurement and completion of site investigations, topographic surveys and other environmental, permitting, consultation, or pre-construction activities
- Lead the project team through all phases of the construction project, including the planning, permitting, consultation, procurement, engineering design, construction, and commissioning of new terminal facilities
- Revise and approve Payment Reports from Contractors, Consultants and other related services being provided for the project
- Project manage the implementation of the project, including Civil works, Equipment, IT, Security and systems implementation
- Monitor project progress and performance, provide regular reporting to stakeholders and leadership, and expedite remedial actions
- Manage project risks and issues, implementing mitigation strategies as necessary to keep the project on track
- Provide leadership and ensure all project work is completed in accordance with DP World’s Health, Safety, Security, and Environmental policies, and proper implementation of QA/QC procedures on the projects
- Ensure compliance with relevant regulatory requirements, industry standards, and safety protocols throughout the project lifecycle
- Provide leadership to instill DP World’s Our Principles across projects
- Foster a positive and collaborative work environment, motivating team members to achieve project goals and deliverables
About You
- A university degree in engineering, construction management or related discipline along with a minimum of 8 years of experience in the delivery of civil or building projects
- Demonstrated project management or owner representative experience related to the planning, permitting, procurement, engineering design, construction supervision, commissioning, and contract administration of large scale infrastructure projects with construction value >$50m
- Preference will be provided to candidates with design-build project delivery experience in unionized, port, transit, mining or heavy industrial operating environments.
- Project Management Professional (PMP) Certification, registration as a Professional Engineer (P. Eng) in British Columbia, certification in construction management, or similar
- Proven leadership skills to develop and motivate a team
- Demonstrated ability to foster positive relationships both with and among team members
- Exceptional communication and organizational skills, including the ability to work with all departments and levels and represent the business externally
- Sound judgement and analytical thinking that enables effective decision making
- Ability to manage multiple projects, priorities and competing stakeholders
- Ability to build and maintain good working relationships and achieve buy in and ownership to quality standards/initiatives
- Broad understanding of engineering principles and applicable regulations, best practices, and safety standards
- Ability to maintain a long-term strategy and vision from project inception to delivery
