Senior Consultant – Utility ADMS RFP Development & Evaluation (Contract, Remote)

Lucent Technology Inc. is seeking a senior consultant with deep expertise in utility distribution operations, ADMS procurement, and vendor evaluation to support a short-term engagement with a Canadian municipal utility. The immediate requirement is to lead the development of an RFP for a full-scale Advanced Distribution Management System (ADMS), with the potential to extend into evaluation and negotiation support.
This engagement is structured in three phases:
- Phase 1 – Confirmed: Needs assessment & ADMS RFP development
- Phase 2 – Optional: RFP management and vendor evaluation
- Phase 3 – Optional: Contract negotiation and final selection support
** Key Responsibilities:
Phase 1 (Confirmed)
- Conduct remote and (potentially) onsite stakeholder workshops
- Deliver a comprehensive needs assessment and integration roadmap (GIS, AMI, SCADA, DERMS, etc.)
- Define modular ADMS requirements (SCADA, OMS, FLISR, VVC, DERMS, Forecasting, etc.)
- Draft full RFP package including technical specs, risk register, evaluation criteria, and ESG alignment
Phase 2–3 (Optional, Based on Client Decision)
- Assist with vendor Q&A, scoring framework design, and evaluation facilitation
- Support pricing analysis, reference checks, and vendor shortlisting
- Lead or advise on oral presentations and clarification rounds
- Support contract and SLA negotiations in coordination with client legal counsel
✅ Required Qualifications:
- 10+ years experience in utility grid operations, OT systems, or ADMS consulting
- Proven experience on at least two ADMS-related RFPs
- Familiarity with interoperability and security standards (IEC 61968/61970, MultiSpeak, NIST, DNP3, MODBUS)
- Strong workshop facilitation, documentation, and RFP authoring skills
- Availability for August to October 2025
** Nice to Have:
- Experience with municipal or crown utilities in Canada
- Familiarity with ESG-driven procurement and risk frameworks
- Strong grasp of SLA structuring and vendor contracting practices

Note: This role is contingent upon award of contract to Lucent Technology Inc. and a conflict-restricted engagement. The selected consultant will be precluded from bidding on or participating in the future ADMS implementation RFP that results from this engagement.

- Are you willing to work as an independent subcontractor under Lucent Technology Inc. for this engagement (not as a direct consultant to the end client)?
