Grade**:** SGEU.11.
Saskatchewan Finance Audit Branch requires an individual with proven auditing and analytical experience; conceptual knowledge of database and application development principles, theories, and concepts; and strong knowledge of accounting practices and principles, for a challenging permanent full-time position with the Audit Data Analytics work unit.
As a Senior Data Analyst, your primary duties will include, but are not limited to:
- Act as liaison for requesting and securing financial and accounting data from external stakeholders (inter-provincial, national and international tax clients, accountants, etc.), which may include travel to the tax clients’ office for meetings to resolve/secure complete and accurate data;
- Complete data manipulation and quality control functions on large data sets to ensure completeness and accuracy for use in audit reviews using your knowledge of accounting software such as SAP, QuickBooks and Sage;
- Independently interpret, comprehend, and apply technical instruction and concepts to successfully modify, configure and maintain internal software applications and databases.
- Complete manipulation of data from external sources into a standard format for import into the internal system on a scheduled basis for use in audit reviews and within the audit selection model;
- Maintain and/or create schedules, audit worksheets, rates and calculations in the electronic Audit working papers;
- Generate reports or queries for Branch reporting requirements, as well as Management specific requests, through your knowledge of software applications such as Excel, SQL and ACL; and,
- Act as the lead facilitator in system and software application training that includes TACS (Revenue Division internal system) business processes, Audit Toolkit, SQL, ACL and advanced Excel downloads.
The successful candidate will have knowledge of:
- Database and application development principles, theories, and concepts, for the purpose of design and administration of complex, multi-user databases;
- Requirements analysis and technical solution design using complex software and script writing techniques; this knowledge is required to design, develop, test, and maintain information systems and databases;
- Accounting practices and methods, including Generally Accepted Accounting Principles, cost accounting methods, and advanced financial/management accounting methods in order to develop and apply controls, validations, and business processes to financial information systems; and,
- Provincial tax legislation, rulings and policies in order to understand taxpayer financial data to assist in trend analysis, management reporting, and audit data manipulation processes.
You will apply your knowledge and experience to:
- Utilize strategic development methods to formulate long-term and short-term business decisions when preparing business cases and management reports. This will include the ability to research and analyze internal and external environments, provide financial and non-financial analysis, identify alternatives, recommend solutions and implementation plans;
- Through requirement analysis, provide and present design solutions for a wide variety of technical and business process changes using detailed, accurate and clear material, in either oral or written format, to both technical and non-technical users and/or stakeholders; and,
- Prepare detailed system design and business process requirement documents; create system manuals and procedure documents.
The knowledge and abilities required would typically be obtained through an Accounting Diploma or Business Degree, supplemented with relevant work experience. The completion of a diploma in Computer Science or equivalent experience and training would be an asset. You will also bring strong written and verbal communication skills and the ability to appropriately manage multiple tasks and achieve branch objectives. You will be a proven team player who promotes a positive work environment, and you will be thorough, conscientious and attentive to detail in both oral and written communication to achieve desired results. The successful candidate may also be required to travel in and out of the province with overnight stays away from headquarters.
