The Ministry of SaskBuilds and Procurement (SBP) provides centralized coordination of key government services, including project management, information technology, procurement, and property management. SBP plays a critical role in integrating, prioritizing, and delivering infrastructure planning and projects across the Government of Saskatchewan. The ministry supports successful project outcomes through contract oversight, innovative practices, and the use of alternative delivery models where appropriate.

The Project Support Office (PSO), part of the Infrastructure Design and Delivery (IDD) division within SBP, is seeking a highly motivated and results-driven individual to join our team as Director, Priority Projects and Support. Reporting to the Executive Director of the PSO, the Director will play a key role in advancing division-led projects by engaging with a wide range of internal and external stakeholders. This position is also responsible for preparing and delivering regular updates and briefing materials for senior leadership.

As Director, Priority Projects and Support, you will play a key role in supporting both the branch and division by providing strategic leadership across a range of high-priority initiatives. You will lead cross-divisional efforts and guide complex files and projects through planning, procurement, and delivery. Core responsibilities include:

  • Chairing the Procurement Options Analysis (POA) panel, guiding the evaluation and selection of appropriate delivery models for major infrastructure projects across multiple sectors;
  • Leading the development and implementation of a vendor performance management framework, aimed at improving accountability and outcomes across projects;
  • Overseeing specific initiatives throughout various phases of planning, procurement, and delivery;
  • Preparing and reviewing briefing materials, including briefing notes and powerpoints, Cabinet and Treasury Board submissions, and other executive documents;
  • Coordinating and engaging with key internal and external stakeholders to ensure alignment and collaboration across all project phases;
  • Providing high-level strategic advice to inform executive leadership and decision-making;
  • Managing the workload and priorities of the Priority Projects and Support (PPS) unit, ensuring effective delegation, workflow management, and delivery of results;
  • Fostering collaboration and building consensus among a wide range of stakeholders, with a proven ability to navigate complex issues toward positive outcomes; and
  • Establishing and maintaining strong, professional relationships across government, industry, and community partners.

Typically, the knowledge and experience required to achieve the above is obtained through a combination of:

  • A degree in business administration, computer science, public administration, engineering, or a related discipline combined with several years of equivalent experience and knowledge in building infrastructure, design, construction, and project management OR possess an equivalent combination of education, training, and experience;
  • A solid track record of building and maintaining credible relationships across a diverse group of internal and external stakeholders;
  • Knowledge of project management, project delivery, procurement, construction, and contract administration; and
  • In-depth knowledge of government legislative and regulatory processes and protocols, in particular as they relate to public policy development and financial management.
