Manager of Learning and Business Technology Services**
It is acknowledged that Central Okanagan Public Schools operates within the unceded, Traditional Territory of the Okanagan syilx peoples. The School District enrolls over 25,500 students (including approximately 3,200 students who self-identify as having First Nations, Metis, and/or Inuit ancestry from Canada). Central Okanagan Public Schools is located in the Central Okanagan encompassing the communities of Peachland, West Kelowna, Kelowna, and Lake Country. There are 50 school sites with 32 Elementary Schools, 8 Middle schools, 5 Secondary Schools, 3 Learning Centres, an Alternate Education School, and an Online Learning School (6-12). **CANDIDATE PROFILE: ** Reporting to the Director of Information Technology (Business and Learning Services), the Manager of Learning and Business Technology Services is responsible for ensuring the effective use of technology across the district. This includes managing the Digital Equity program to provide equal access to technology for all students and staff, implementing provincially negotiated technology agreements, as well as overseeing the lifecycle of digital devices from procurement to decommissioning. The manager also ensures that all technology deployments adhere to district privacy and cybersecurity standards, safeguarding sensitive information and maintaining compliance with relevant regulations.
Additionally, the Manager of Learning and Business Technology Services will implement AI to streamline processes while adhering to the district AI guidelines. This role involves optimizing workflows and improving operational efficiency through innovative technology use. The manager will also:
- Oversees the district's print and document management services.
- Manage the district Digital Equity program and cost requirements; preparing cost estimates; scheduling technology discussions with schools and departments.
- Manage the lifecycle of digital devices including procurement, deployment and maintenance.
- Manage the implementation of provincially negotiated technology agreements
- Ensure technology deployments adhere to all district privacy and cybersecurity standards
- Streamline business processes to save time and money using AI while adhering to the district AI Guidelines
- Manage the district print and document management services throughout its lifecycle
- Oversee the evaluation, planning, creation, implementation, and management of IT services to ensure they are designed/implemented effectively with various departments and school administrators.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
- Oversee the planning, development, and implementation of future district initiatives, ensuring alignment with the organization's strategic goals and objectives. This includes coordinating with various departments, managing project timelines, and ensuring the successful execution of initiatives to enhance educational and business technology across the district.
A minimum of 5 years of recent related experience coordinating IT teams and projects, or a degree in Computer Science or technical training from an IT training institution.
Recent, related experience must have occurred within the last 7 years and include delivering projects of significant scope and impact involving multiple stakeholders, seeing projects through the full life cycle, including change management.
To excel in this multifaceted role within the Central Okanagan Public School District, the candidate will also have:
- Extensive experience in project implementation, particularly in IT projects, is crucial. This includes proficiency in industry-recognized methodologies, processes, and tools for documenting, organizing, and coordinating project implementation and delivery.
- Demonstrated ability to develop comprehensive project plans that include risk and transition planning, business continuity, and interdependence. Experience in managing the process of change across various projects and departments is essential.
- Specific technical knowledge in IT services, including evaluation, planning, creation, implementation, and management. Familiarity with digital equity initiatives and cost management are also important.
- Privacy and Cybersecurity expertise to align all initiatives with the district's privacy and cybersecurity policies.
- Excellence in communication, collaboration, and interpersonal skills to work effectively with user groups, service providers, various departments, and school administrators.
- Strong analytical skills to forecast cost requirements, prepare cost estimates, schedule expenditures, analyze variances, and initiate corrective actions.
This position is currently being reviewed and the annual salary range for this position is projected at $105,203 to $131,503, plus a competitive benefits package.
