Description
The Conklin Resource Development Advisory Committee (“CRDAC”) is requesting a quote from a qualified contractor/company (the “Contractor”, herein) to complete tree clearing, mulching, lot grading, and gravel pad construction at six (6) residential sites within Conklin (109 Poplar Crescent, 119 & 123 Wapos Lane, 130 Father Mercredi’s Trail, 163 Poplar Drive, and 166 Pine Lane).
Timeline
Must be able to start on or before August 21, 2026, based on an authorization to proceed by August 12, 2026. Completion by September 18, 2026.
Expectations
The Scope of Work includes
Tree removal and mulching. Tree clearing limits and home location will be marked out at the onset of the work. The contractor will be responsible to preserve the survey markings for the remainder of the construction. Refer to the attached plot plans for the approximate clearing extents and site layouts. 109 Poplar Crescent – Tree clearing extending approximately 35 m from the roadway; approximately 125 m² of clearing. 119 Wapos Lane – Tree clearing extending approximately 32 m from the roadway; approximately 800 m² of clearing. 123 Wapos Lane – Tree clearing extending approximately 30 m from the roadway; approximately 700 m² of clearing. 130 Father Mercredi’s Trail – Tree clearing extending approximately 35 m from the roadway; approximately 700 m² of clearing. 163 Poplar Drive – Tree clearing extending approximately 50 m from the roadway; approximately 1,250 m² of clearing. 166 Pine Lane – Tree clearing extending approximately 50 m from the roadway; approximately 1,200 m² of clearing. A minimum 10 m setback shall be maintained between the proposed building area and the adjacent tree line where site conditions permit. Mulching shall be completed throughout all cleared areas and shall include all woody debris generated during clearing operations. The completed clearing and mulching areas shall be suitable for subsequent grading, pad construction, and servicing works. Lot grading and gravel pad construction. Lot grading shall include stripping of organics as required, placement and compaction of fill material, excavation as required, shaping of side slopes to promote positive drainage, and construction of a gravel building pad. Final grading shall provide positive drainage away from the proposed development areas and tie smoothly into existing ground elevations. Proposed grading is shown on the attached plot plans. The gravel building pad shall be constructed using compacted granular fill and graded in accordance with the attached site preparation details. The pad surface shall maintain a minimum 2% slope for drainage, either sloped across the pad or from the center out. All surrounding grades shall slope away from the proposed dwelling to prevent ponding adjacent to the foundation. The area surrounding each building pad shall be graded at a 10% slope for a minimum distance of 2 m from the edge of the pad and shall then transition smoothly into the existing ground elevations to provide positive drainage away from the proposed dwelling. Where shown on the attached plot plans, swales may be required to convey surface runoff around the proposed development area. Any swales constructed shall be graded to provide positive drainage, prevent standing water, and tie smoothly into adjacent grades. 109 Poplar Crescent – Lot grading and preparation of a building pad; 100 m² of gravel pad construction at a compacted depth of 300 mm. 119 Wapos Lane – Lot grading and preparation of a building pad; approximately 3 m³ of gravel fill and 100 m² of gravel pad construction at a compacted depth of 300 mm. 123 Wapos Lane – Lot grading and preparation of a building pad; approximately 4 m³ of excavation and 100 m² of gravel pad construction at a compacted depth of 300 mm. 130 Father Mercredi’s Trail – Lot grading and preparation of a building pad; approximately 2 m³ of common fill and 100 m² of gravel pad construction at a compacted depth of 300 mm. 163 Poplar Drive – Lot grading and preparation of a building pad; approximately 6 m³ of common fill and 100 m² of gravel pad construction at a compacted depth of 300 mm. 166 Pine Lane – Lot grading and preparation of a building pad; approximately 4 m³ of excavation and 100 m² of gravel pad construction at a compacted depth of 300 mm.
The contractor is responsible for
Complying with the RMWB permitting requirements. Utility locates for any underground conflicts. Any survey required for grading layout.

Requirements
The Contractor shall ensure it meets the following criteria and requirements
A valid business license to operate in the Regional Municipality of Wood Buffalo. A locally owned and operated business is preferred; Must have experience and necessary equipment to complete the service; Must have a minimum of $2,000,000 liability insurance policy and adequate insurance on any vehicle necessary to fulfill the requirements of the service. A copy of this insurance policy must be made available to CRDAC upon request; and Workers’ Compensation Board (“WCB”) Clearance.
Payments
The Contractor shall provide an invoice to the CRDAC for services rendered on a mutually agreed basis. An execution of a service agreement will be required.
Independent Contractor
The Contractor shall act as an independent contractor and not as an employee of CRDAC.

About Conklin Resource Development Advisory Committee
Conklin is a community in the Regional Municipality of Wood Buffalo (“RMWB”). The community is primarily Métis people who can trace their history to the late nineteenth century. The community is recognized as a “Métis Harvesting Community” in the Government of Alberta Métis Harvesting Policy and continues to actively promote their unique Métis culture through organizations such as the Conklin Métis Local 193 (“CML #193”) and the Conklin Community Association (“CCA”).
CRDAC, a Society under the Societies Act, is a not-for-profit organization consisting of an appointed Board of Directors from the CCA and CML #193. The CRDAC Board is recognized as a policy governing board. The CRDAC is the voice of the Conklin community and a one-window interface for Government and Industry to engage with the community of Conklin on social, environmental, cultural, and economic interests.
