Our ESD Electrification & Fleet Team is seeking a Director, Electrification and

Plant to lead the strategy, standards, and compliance framework for critical transit assets across their entire lifecycle. This role ensures the Engineering and Asset Management teams play an active role in the electrification of Light Rail, Subways and Heavy Rail transit fleets. Furthermore, this person provides similar support for new and emerging Zero Emission Bus (ZEB) charging networks, ensuring safe, reliable, and sustainable operations for the Metrolinx Bus Fleet.   

What Team(s) will I be leading?

• Lead the Electrification & Plant (ELTP) Engineering team responsible for providing Engineering Assurance Services, as related to the Electrification and Plant Interfaces for the Heavy Rail, Light Rapid Transit, Subway and Bus transit fleets
• Provide leadership and direction to the ELTP Asset Management team responsible for the emerging ELTP asset portfolio, including assets directly managed by ELTP, assets supported by ELTP, interface assets, third-party managed assets, and future handover assets
• Build and expand the ELTP Engineering team responsible for high voltage charging systems and/or hydrogen storage systems, and associated ancillary systems, as related to the transition to an Electric and/or Hydrogen Bus fleet

What will I be doing?

• Responsible for and owns the asset class (or) systemwide function development and acceptance of engineering, design, maintenance, condition, and asset management standards and assures compliance to standards throughout the asset lifecycle. 
• Owns, oversees and directs reviews for the acceptance or rejection, as appropriate of proposed deviations and non-compliances with respect to relevant technical and engineering standards, including process compliance verification of the requisite safety case analysis from the requester, and leads (or) supports deviations to systems engineering and asset management standards.
• Leads in collaboration with the system engineering assurance team, agency divisions, commercial and delivery teams, external stakeholders and regulators to ensure the safety, design and integration of new and enhanced assets into the asset base and the implementation of new systems and development and/or assurance oversight of asset class integration of the asset class with the wider Metrolinx asset base for rail transit infrastructure and systems (or) fleet.
• Builds collaborative relationships with senior organizational leadership and gains trust with stakeholders (e.g. customers, other business units, tenants, local transit) to foster good relations, gain support, develop resources, drive results, realize program/project outcomes, manage conflicts, and represent the needs of customers, stakeholders, operations, and maintenance.
• Leads the development and presents materials to a variety of internal and external audiences to engage staff/stakeholders and promote further awareness and buy-in of Metrolinx objectives and the Metrolinx strategic plans.
• Leads, justifies and recommends process improvements and areas for whole lifecycle cost/ benefits and overall optimization of whole life investment decision-making. This includes ensuring that whole life cycle cost/benefit analysis is applied to early in the asset lifecycle such as in the development of procurement and tendering documents

What Skills and Qualifications Do I Need?

• University Degree in Engineering, Architecture and/or rail sector and related industry experience, or a combination of education, training and experience deemed equivalent
• Demonstrated experience in asset class/system wide function program/project Management, engineering and/or delivery, testing and commissioning, operations, and maintenance of railway transit systems or related industries
• Certifications or Designations P.Eng. or C.E.T accreditation will be beneficial
• Post-graduate degrees or certificates in engineering and/or business administration or equivalent experience is considered beneficial
• Project management and/or asset management certificates are considered beneficial
• Knowledgeable (or) Proficient in project management principles and practices, including budget and schedule controls, to be able to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. design development, project progress, related staff, and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives Monitor & Review Progress & Performance and report on overall progress and performance
• Knowledgeable (or) Proficient in vendor management to be able to manage development and delivery of externally provided products and services (e.g. negotiate contracts, interpret, compile, and administer contracts and memoranda of understanding (MOUs))
• Knowledgeable (or) Proficient in transformational change management, risk management and assessment initiatives to be able to adapt to new or changing requirements and lead change throughout the organization, reflecting on lessons learned to analyze, evaluate, and define problems/challenges, identify alternatives, and make timely decisions to manage risk and address issues
• Knowledgeable (or) Proficient in the Asset Class (or) System wide functional engineering dicipline
• Knowledgeable (or) Proficient in the planning, validation, acceptance testing, transition to operations and hand back of rail (or) fleet (or) related industry infrastructure. 
• Knowledgeable (or) Proficient in progressive validation and compliance assurance for CAPEX and OPEX budget development and business process authorizations (Project Gateways) 
• Knowledgeable (or) Proficient in standards development, management, and control
• Knowledgeable (or) Proficient in the oversight, evaluation, and assurance of system integration to achieve performance metrics, develop and realize KPI’s for the asset class or systemwide function for reliability, availability and performance requirements consistent with the organizational strategic plan, customer level of service and business objectives
• Knowledgeable (or) Proficient in the application of the systems engineering process for all asset class or systemwide functions including system integration, requirements management, configuration management, integrated design, logistics management and interface management
• Knowledgeable (or) Proficient in whole-life cost modeling to assure the long-term sustainability of the Metrolinx asset base working with business units to translate asset strategies into the whole life cost model; supporting business units in updating the whole life cost model on a yearly basis with a refresh of input data (e.g. asset inventory, cost, condition, etc.); and supporting business units to improve their model input based on industry-wide advancements, and advancements within Metrolinx business units (e.g. improvement in type of asset data collected)
• Knowledgeable (or) Proficient in asset class or system wide whole life cost model outputs, content and compliance review of annual asset management plans from external contracted parties where Metrolinx has outsourced asset management responsibilities
• Knowledgeable (or) Proficient in the implementation and continual improvement of a comprehensive asset reporting capability to meet internal/external stakeholder requirements, including: development of dashboards to trend key performance indicators; and reports to meet the needs of business units internal to Metrolinx and the reporting requirements from the Ministry of Infrastructure
• Knowledgeable or proficient in the support or review of revised annual asset management plan based on the output from the whole life cost model resulting from alignment of asset investment plans and interventions to Asset Management and corporate objectives for the asset class or Metrolinx asset base
• COR certification mandatory
• Knowledgeable of engineering and construction access requirements 
• Rail Corridor Access and isolation planning and implementation
• Industry regulatory requirements (COR Certification/MTO/Transport Canada)
