The Ministry of Transportation requires a self-motivated individual to provide technical advice, guidance and training to ministry staff in the areas of property acquisition, appraisals, land management and disposal.
Please note that this position will require occasional travel throughout the Province to places not accessible by public transit to perform the duties of the position.
About the job
As a Senior Property Officer, you will:
-
Review and analyze property appraisal and planning reports to determine and recommend appropriate compensation to property owners

Ensure the ministry's interests are effectively represented on cases heard before the Board of Negotiations and Ontario Municipal Board

Conduct in-depth investigations, research and provide analytical support to evaluate various compensation claims received by the Ministry

Document and carry out complex negotiations recommending appropriate compensation settlements and implement recommended solutions

Provide guidance, mentorship and training to staff

Support Section Head by developing, recommending and implementing operational procedures and guidelines
Note: The successful candidate will be required to travel throughout the Province, to places not accessible by public transit, to perform the duties of the position.
What you bring to the team
Contract and Property Management Knowledge
- You have extensive knowledge of the principles, practices and policies related to property acquisition and appraisals for land required for public purposes.
- You have experience with the Expropriation Act and the Public Transportation, Highway Improvement Act and other property related legislation, policies and directives.
- You have knowledge of the arbitration process in order to provide the necessary advice and assistance.
- You have knowledge and experience in contract preparation, methods of procurement and consultant management in order to provide technical advice to consultant contractors and ensure timelines, project requirements and deliverables are met.
Communication and Interpersonal Skills
- You can communicate effectively to provide training and guidance and to represent the ministry's interests.
- You use your negotiation, facilitation, and consensus building skills to liaise with staff, consultants, landowners and their legal representatives.
- You have strong writing skills to prepare guidelines, support materials, briefing packages, presentations, letters and reports.
Analytical and Organizational Skills
- You can conduct research and use your analytical skills to provide support for cases, liaise with lawyers and consultants.
- You have sound decision making skills.
- You are able to plan, organize and coordinate effectively to evaluate claims and to develop and recommend operational process changes and improvements.
Issues and Risk Management Skills
- You can identify contentious, complex issues and develop strategies and solutions.
- You have experience with risk assessment and management, including financial feasibility.
