Business Analyst – Senior (RQ11354)
Client: Ministry of Public and Business Service Delivery and Procurement
Location: 222 Jarvis Street, Toronto, Ontario (Onsite)
We are seeking an experienced Senior Business Analyst to support enterprise-level digital transformation initiatives within the Ontario Public Sector. The successful candidate will provide advanced business analysis services for complex I&IT programs, supporting integrated multi-ministry government services through requirements analysis, business process improvement, enterprise documentation, and stakeholder collaboration.
The ideal candidate will have 10+ years of Business Analyst experience, with strong expertise in service-oriented design, enterprise architecture documentation, Agile methodologies, business process modeling, security/privacy/accessibility compliance, and public-sector technology initiatives. Experience producing architecture deliverables for governance approvals, including ACT and ARB documentation, deployment models, data flow diagrams, sequence diagrams, and Zachman Framework artifacts, is required.

Key Responsibilities
Business Analysis & Requirements Management (50%)
Lead and conduct comprehensive business analysis activities for complex I&IT initiatives. Engage with business stakeholders, subject matter experts, and technical teams to gather, analyze, and document requirements. Translate business needs into detailed functional and technical requirements. Develop business models, process models, use cases, user stories, and acceptance criteria. Facilitate requirements gathering sessions, including interviews, workshops, JAD sessions, and stakeholder meetings. Analyze business problems and opportunities to recommend effective technology solutions. Develop traceability matrices, performance measures, and requirements documentation. Support Agile delivery teams by refining user stories and validating acceptance criteria. Apply business process re-engineering techniques to improve service delivery and operational efficiency.
Enterprise Architecture & Technical Documentation (20%)
Develop and maintain enterprise architecture documentation and solution artifacts. Create architecture deliverables supporting ACT and ARB governance approvals.
Prepare and maintain
Checkpoint/Gating Matrices Logical and Physical Architecture Documentation Logical and Physical Deployment Models Business Architecture Models Sequence Diagrams Data Flow Diagrams Apply enterprise architecture frameworks, including the Zachman Framework. Translate business and data requirements into technology solution specifications. Collaborate with architects, developers, security teams, and project stakeholders. Ensure documentation aligns with enterprise architecture standards and governance requirements.
Public Sector Program & Stakeholder Engagement (30%)
Support complex government programs involving integrated multi-ministry services. Ensure business solutions comply with public-sector, industry, security, privacy, and accessibility standards. Analyze impacts related to security requirements and integrated systems. Prepare business cases, feasibility studies, cost-benefit analyses, presentations, and briefing materials. Monitor project progress, identify issues, and provide updates to management and stakeholders. Support change management activities and adoption of new business processes. Collaborate with technical teams using Agile, DevOps, and modern delivery practices.
