FULL TIME CONTRACT JOB OPPORTUNITY Niigaaniin Specialist Salary Range: $50,000 - $55,000 annually (dependent on experience) JOB SUMMARY: The Niigaaniin Specialist is responsible for client supports functions within the financial and employment component of Social Assistance including but not limited to emergency assistance, on-going assistance, and transitional support funding and any other type of funding provided under Niigaaniin. POSITION DUTIES: Intakes • Serve as the initial contact for any potential applicants for Niigaaniin services including Ontario Works; • Providing general information regarding eligibility and benefits to potential applicants; • Sets appointment with potential applicant(s); • Informs potential applicant of the intake process & required documentation; • Completes all required forms & has applicant and if applicable co-applicant sign the documents; • Conducts the required verification & creates a file within the software and a hard copy corporate file; • Informs the applicant in writing if they are approved or denied within 5 business days from the date of application; • Completes all necessary referral forms during the intake process with the applicant(s); • Encourages the applicant to proceed with Direct Deposits; • Seek approval from the Client Data Information Specialist by providing the approval listing and or budget sheets from the software once all verifications have been sought; • Once the applicant is approved then the assistance is processed and a letter if provided outlining the eligibility & requirements to the applicant as well as the initial appointment with the employment specialist; • Refer to the legislation and or the Niigaaniin policy for further details on the process & job duties. Financial Assistance • Input the required date into the software; • File all required paperwork in the corporate file; • Ensure all required documentation is received monthly to ensure on-going eligibility; • Verify all financial payments (direct deposits/vendor payments/ cheques etc); • Verify all invoices and utility bills; • Print off the payment approval listing and have the approval listing signed off by the Client Data Information Specialist and or designate; • Once approved ensure all financial payments are processed; • Once payments are processed ensure the cheques & direct deposit forms are signed by the proper cheque signer’s (Director of Niigaaniin Services/CEO/Comptroller/Office Manager/Health Director/NSTC Executive); • Match all invoices to payments and ensure they are recorded in the out-going mail log; • Ensure month end closures/reporting occur within the required time frame; • Conduct file updates as per Niigaaniin Policy and or legislation; • Ensure month end closures occur within the time frame; • Ensure all bank reconciliations are conducted within the software; • Refer to the legislation and/or the Niigaaniin policy for further details on the process & job duties. Transitional Support Funding • Serve as the initial contact for any potential applicants for Niigaaniin services including; • Take application & verification of the shelter related expense; • Seek approval and or denial; • Inform applicant that their application is approved and or denied; • If approved process the payment as a vendor payment where applicable; • Input the required data into the software and ensure the paper work is filed within the corporate file; • Refer to the legislation and or the Niigaaniin policy for further details on the process & job duties. Emergency Assistance • Serve as the initial contact for any potential applicants for emergency assistance; • Take application & verification of the emergency; • Seek approval and or denial; • Inform applicant that their application is approved and or denied; • If approved process the payment as a vendor payment where applicable; • Input the required data into the software and ensure the paper work is filed within the corporate file; • Refer to the legislation and or the Niigaaniin policy for further details on the process & job duties. Discretionary Funding • Serve as the initial contact for any potential applicants for discretionary funding; • Take application & verification of the item being sought under discretionary; • Seek approval and or denial; • Inform applicant that their application is approved and or denied; • If approved process the payment as a vendor payment where applicable; • Input the required data into the software and ensure the paper work is filed within the corporate file; • Refer to the legislation and or the Niigaaniin policy for further details on the process & job duties. Funerals & Burials – SARS • Take the application for SARS funeral; • Reviews and approves the funeral expenses for clients living in community as per Ontario Works. • Liaise with funeral homes as required; • If funerals are above authority level seek approval and document that price increase and the reasons for the increase; • Ensure application is completed & death certificate is received; • Refer to the SARS Funerals & Burial’s policy for further details on the process & job duties. Employability • Complete Employment Readiness Scale (ERS) on each active client and develop ERS Action Plans; • Create employment profile on each active client in the benefit unit; • Develop & Conduct Employment Information Session quarterly; • Develop & Conduct workshops that will assist clients with employability based on local labour market needs or trends; • Facilitate workshops that will enhance the employability in Group or One on One Sessions that develop new skills; • Facilitate Minobimaadizidaa Program in workshop series and or in cohorts; • Facilitate and or Coordinate cultural activities; • Conduct sharing/talking circles; • Facilitate group sessions on employability; • Conduct one on one sessions on employability; • Complete referrals for assessments and or support services; • Ensure CPIC’s are completed on clients who are eligible for employment programming; • Seek community placements paid or unpaid. Employment Experience (Wage Subsidy Projects) • Identifies possible employment experience opportunities; • Contacts the First Nation and or businesses about wage subsidy projects; • Creates job descriptions for approval for clients that will aid in their wage subsidy project; • Creates training plans for clients that will aid in their wage subsidy project; • Negotiates the funding contract for the wage subsidy project; • Seeks approval for the wage subsidy project internally then proceeds with the approval from externally; • Post the wage subsidy project if it is not geared to a specific client(s); • Ensure letter of offer is received by the client as well as any documentation pertaining to the wage subsidy position; • Monitor the clients while on wage subsidy & provide supports as needed to the client to ensure their success. Client Support and Engagement • Engage clients and establishes trusting, collaborative relationships directed toward the goal of competitive employment in community job settings; • Assists clients with accessing employment related services, programming, and activities; Assists clients with accessing Ontario Work support such as transportations and childcare to better enable them to participate in agreed upon activities; • Motivate and encourage clients in Group, Peer and One on One sessions; • Provide group sessions and encourage peer to peer support; • Provide “one-on-one” motivation and support; • Provide guidance and referrals when necessary for clients; • Provides outreach services as necessary to clients when they miss appointments. Uses a variety of methods to discover what is interfering with the person’s employment plan; • Accompany clients to required appointments where appropriate with prior approval; • Identifies problems/barriers that hinder employability; assists clients in resolving and mitigating barriers to employment by identifying the need for other/external services and benefits; • Maintain an up to date inventory of community resources, people, programs and agencies within our communities and urban centers. Developmental Social Services • Provide support to the other Niigaaniin Specialists, act as a bridge or liaison between Niigaaniin Specialist and community member, • Work with those whom have disclosed a mental, physical or invisible disability to provide thorough understanding of intake, eligibility and other Niigaaniin processes, • Maintain communication with community members addressing their concerns, goals and helping them keep a positive attitude, and • Help community members help themselves, by working along side them, supporting them, inspiring them and offering guidance and opportunities for initiating social change and making life improvements. Administration • Inputs necessary information into automated system(s); organizes cases and case notes; maintains and updates records on client employment, training, and follow-up activities; takes required action(s) established by regulations and/or department policy; prepares reports on client and program activities; • Participate in meetings that are assigned by your immediate supervisor; • Ensures daily agenda, leave requests, calendars, attendance and month end reports are submitted within the required timeframe; • Work plan is detailed and submitted within the required time frame; • Ensures appropriate handling of priority items as required; • Performs other related duties as directed by the immediate supervisor or Director of Niigaaniin Services. Daily Tasks • Complete daily attendance on bi-weekly timesheet, submit leave requests, flex hours as accrued, • Check-in & Check out with Supervisor beginning and end of shift as well as when travelling during the work day, • Assist in preparation for next day, intakes, • Filing as required, • Plan for Next Day and Week Ahead using Team up /Outlook Calendar; and • Phone Message in Anishinaabemowin. Weekly Tasks • Mino Course Prep when applicable – Bin, Supplies, Review Lesson, • Participate in weekly Friday 8:30am Team Call, • Financial Request - Cheque Requisitions, briefing note, estimates, quotes receipts or P.O.,and Filing as required. Monthly Tasks • Complete Call Log daily and send to Manager monthly, • Attend monthly Speaker Series/Face-to-Face Travel to Cutler, • Submit any Monthly Mileage Claims, • Attend All Monthly Training, • Attend Face-to-Face/ virtual meetings; ensuring to bring laptop HR Downloads arrange travel when required, • Monthly Quarterly Reports & Statistics, and • Work Plan and Training Plan Update when Required or Directed. TERMS AND CONDITIONS OF EMPLOYMENT: * Valid driver’s license and vehicle for on-the-job use. * Must be able to work flexible hours. * Sign and maintain an annual oath of confidentiality. * Secure and maintain certification in Privacy and Confidentiality. * Must provide a criminal record check prior to commencing employment. * Incumbent is subject to three months’ probation. QUALIFICATIONS: • It is preferred for the applicant to be a registered band member of the First Nations serviced by Niigaaniin Services, including Batchewana First Nation, Garden River First Nation, Thessalon First Nation, Mississauga First Nation, Serpent River First Nation, Sagamok Anishnawbek, Atikameksheng Anishnawbek, and Wahnapitae First Nation. • Will have a university degree/college diploma in social work, OR a minimum of five years’ work experience in social assistance, • Certified life skills coach, • Motivational interview skills, • Will have a valid class “G” driver’s license and a vehicle, and • Must have a clear Criminal Reference Check and Vulnerable Peoples Sector Check applicable to the responsibilities of this position.
