PavCo is the owner and operator of two of Canada’s premier venues for events, BC Place Stadium and the Vancouver Convention Centre. PavCo is hiring a Procurement Administrator to join our team. We’re looking for a procurement professional with a strong understanding of public-sector practices, trade agreements, and procurement processes. In this role, you’ll lead low to medium complexity procurements, conduct market research, work with internal stakeholders and suppliers, and provide practical procurement guidance. Working as part of the Procurement team, you’ll be responsible for routine and moderately complex assignments while ensuring processes are fair, transparent, competitive, and compliant with PavCo policies and public-sector requirements. You’ll also support higher-risk and specialized procurements with guidance from the team. WHAT YOU WILL DO: Lead low- to medium-complexity competitive procurements, including RFQs, RFIs, NOIs, routine RFPs, and contracts for goods and services. Partner with business units to develop scopes of work, evaluation criteria, solicitation documents, and procurement schedules. Coordinate supplier evaluations, prepare award recommendations, and support contract execution. Conduct market research and supplier outreach to identify sourcing options and support competitive procurement processes. Provide procurement guidance to internal stakeholders and suppliers, including requirements, timelines, and processes. Maintain awareness of applicable trade agreements, procurement policies, legislation, and industry best practices. Identify procurement risks and compliance considerations and escalate issues as appropriate. Support social procurement and sustainability objectives where applicable. Maintain effective relationships with internal stakeholders and suppliers while promoting fair, open, and transparent procurement practices. Ensure procurement files and documentation meet audit, policy, and record-retention requirements, and prepare reports, summaries, and recommendations. Support the Procurement Manager on complex, high-value, or strategic procurement initiatives. Deliver timely, high-quality procurement services in accordance with PavCo policies, government standards, contractual practices, and ethical requirements. WHAT YOU WILL BRING: University or post-secondary education in a relevant field, preferably in Business Administration. 1–3 years of experience managing competitive bids for goods, construction, and services-related procurement. Working knowledge of public-sector procurement practices, competitive bidding processes, and RFx development. Ability to apply procurement policies, procedures, and legislation accurately and consistently. Strong analytical and critical-thinking skills, with the ability to identify procurement risks and apply sound judgment. Strong communication and relationship-building skills, with the ability to work effectively with internal stakeholders and suppliers. Strong computer skills, including Microsoft Office. Strong attention to detail and documentation. Demonstrated initiative, accountability, and diligence in follow-through. Collaborative, customer-focused, and team-friendly approach. The salary range for this position is $59,000 - $74,000 Offers will be in line with PavCo’s internal pay equity and qualified candidate’s experience and education.
