Overview The Design and Construction Project Manager FM is responsible for overseeing the planning, design, and construction of the City’s large and complex building projects, including new constructions, renovations, and major repairs. The goal is to deliver facilities that meet the project owner’s specifications, schedule, quality, and budget. This role involves managing and coordinating all stages of the project to ensure they are completed on time, within budget, and to the required quality standards. The Project Manager must be proficient in building science and systems, including architectural, civil, landscape, electrical, mechanical, building code, fire code, and sustainable design. (Temporary Full Time for Approximately 18 Months) Responsibilities Project Management: Manage, direct, coordinate, schedule, budget, and solve problems for large and complex capital projects. Negotiate, approve, and issue change orders as needed. Provide technical guidance on building science principles and problem-solving to consultants and contractors. Oversee project budget, track expenses, calculate and review estimates, and generate reports. Address issues promptly, such as unforeseen conditions or cost adjustments. Approve the design of capital projects. Design And Analysis Analyze, investigate, and interpret existing design data. Evaluate construction strategies and review and recommend proposed designs. Develop high-level design concepts to discuss with stakeholders. Calculate and prepare cost estimates for construction projects. Provide design, technical, and building science expertise to consultants and contractors. Liaise with contractors, the general public, and other City divisions regarding project phasing, staging, and scheduling. Short-Range Planning Track and control budgets. Schedule projects and develop initial design concepts. Conduct public information sessions and site plan approval applications. Prepare final drawings for tendering and manage the tendering process. Prepare reports for Council approval and plan construction start and completion dates. Long-Range Planning Conduct project and facility life-cycle cost analysis. Control capital budgeting and make 10-year capital budget recommendations. Schedule capital projects and evaluate consultants. Project Plan Development Collaborate with the project owner and steering committee stakeholders to create a project plan. Define project requirements, including roles and responsibilities, decision-making processes, scope of work, schedule, budget, and quality. Maintain the project plan throughout the project’s life cycle. Technical Knowledge Possess working knowledge and experience in sustainable architectural, structural, mechanical, electrical, and civil construction design principles and practices. Fulfill design, negotiation, troubleshooting, and inspection duties. Interpret and enforce construction contracts, such as CCDC, Integrated Project Delivery, and P3. Understand and apply construction contract lien legislative law. Stakeholder Coordination Coordinate a stakeholder team comprising staff, community members, and outside consultants. Define needs and project scope in greater detail. Establish final design approach, material selection, technical details, and refine the budget in collaboration with the project owner and consultants. Performs other related duties as assigned. Education Minimum 3-year degree or diploma in a related field. Experience Minimum 4 years of direct experience leading and managing large complex construction projects. Additional Requirements Access to reliable personal vehicle to perform construction site visits. Knowledge, Skills, And Abilities Demonstrated project management experience related to the design of recreational facilities in a municipal environment. Ability to understand, interpret and apply project management processes, principles, and theories to manage the lifecycle of projects to ensure scope, schedule and budget are maintained. Working knowledge in architectural, structural, mechanical, electrical, and other construction design principles and practices to fulfill design, negotiation, troubleshooting, and inspection duties. Knowledge of and ability to interpret and apply sustainable design and construction principles and proven LEED certification experience. Knowledge of the Ontario Building Code and other relevant legislated requirements to ensure and enforce compliance throughout building construction projects. Familiarity with the Ontario Health and Safety Act. Ability to communicate and work with various levels of internal and external contacts and to lead and earn the respect and confidence of a project team. Negotiation and conflict resolution skills to deliberate contract details. Planning, organization, and time management skills. Skill in the use of a personal computer using software packages such as Microsoft Office, Excel, Outlook, MS Project, AutoCAD, Asana, and Revit. Ability to support and project values compatible with the organization and to participate as an effective team member. Reliable with a good attitude and employment record.

Requirements

Requires a minimum 3-year degree or diploma in a related field and at least 4 years of experience managing complex construction projects. Must have a reliable vehicle and proficiency in building codes, sustainable design, and project management software.
