As this is a term position until July,2027, current indeterminate Government of Nunavut employees may be offered a competitive transfer assignment for the duration of the term if they are deemed to be the successful candidate, however this is subject to managerial approval. Under the direction of the Manager, the Staffing Officer - Casual/Relief/Tuglirijavut leads in the development and implementation of staffing programs related to Casual and Relief employee hiring. The position is also responsible for the administration of the Tuglirijavut Student Employment Program. This position provides a variety of human resources and recruitment services to the Government of Nunavut (GN) headquarters departments in accordance with the provisions of the Nunavut Agreement (Article 23), all established GN Acts, Regulations, Guidelines, Policies, Procedures, all applicable Collective Agreements and the Canadian Human Rights Act. Through the application of Article 23, the GN Priority Hiring Policy, this position enhances the Casual Employment opportunities for Nunavut Inuit, consults and assists departments in implementing their Inuit Employment Plans. The position will recommend changes to the Casual/Relief/Tuglirijavut hiring programs and implement any changes which have a territory wide effect RESPONSIBILITIES The Staffing Officer - Casual/Relief/Tuglirijavut will be responsible for: * Identifying departmental staffing needs and obtaining the required documentation to process the staffing actions * Ensuring that the casual and relief employment resume listing/Oracle requisition is kept current * Assisting GN Departments, boards and agencies with identifying casual and relief applicants for their hiring needs * Ensuring the accuracy of the information entered into the Personality system and Oracle recruitment modules * Preparing statistical reports for the manager and director as and when required * Administer and coordinate the GN’s Tuglirijavut Student Employment Program * Assists the division with recruitment and staffing services (as required) QUALIFICATIONS The required knowledge, skills and abilities for this position are generally obtained by: A diploma program in human resource management, business administration or a related field with 2 years of experience in an office setting with exposure to human resources activities and/or recruitment and staffing processes. Experience with any of the following is a strong asset: human resource information systems, payroll systems or database management systems. The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets. Acceptable combinations of education and experience may be considered for this position. Requirements
