The Business Continuity & Emergency Planner (BCEP) leads the Recreation & Social Programs¿ business continuity and emergency management program. This role helps ensure the Business Unit is prepared to respond to emergencies, disasters and other disruptions, supporting public safety, protecting property and assets, maintaining service reliability, and ensuring continuity of essential and priority services for Calgarians. Working within corporate policy and business continuity frameworks, the BCEP leads planning, coordination and response activities and serves as the primary CEMA representative for the Business Unit. Primary duties include:
- Lead the development, review and continuous improvement of business continuity and emergency management frameworks, response plans and procedures across the Business Unit.
- Identify, assess and prioritize business continuity risks, service impacts and continuity strategies to support essential and priority services.
- Develop, coordinate and support or deliver business continuity training, orientations, exercises, debriefs and after-action reviews for leaders and designated response team members.
- Serve as the primary CEMA Agency Member representative during Emergency Operations Centre activations and coordinate with corporate emergency management partners on response and recovery activities.
- Provide strategic advice and recommendations to leadership during disruptions related to essential and non-essential service delivery, operational priorities, staffing and resource deployment.
- Collaborate with leaders, internal partners and external agencies to support Municipal Emergency Plan responsibilities, Emergency Social Services readiness and coordinated response activities.
- Monitor emerging issues and potential disruptions, including labour impacts, maintain situational awareness, and support the development of mitigation and continuity strategies.
- Lead post-incident reviews and continuous improvement initiatives to strengthen organizational resilience, preparedness and response effectiveness.
Qualifications

A degree in Business Continuity, Emergency Management, Crisis or Risk Management, Public Administration, Recreation, Sociology or a related field, along with at least 5 years of relevant experience.

Experience supporting business continuity, emergency operations, incident coordination or Emergency Operations Centre activities would be considered an asset.

Strong relationship-building skills with experience coordinating complex networks, including partners, are essential.

Ability to synthesize large amounts of information and develop rigorous analyses and action plans in fast changing environments is essential, along with solid planning and organizational skills.

Success in this role requires excellent communication skills, sound judgment, critical thinking, problem solving and the ability to make effective decisions in complex, high-pressure situations, whilst remaining adaptable and organized in a dynamic environment.

Working Conditions: Office environment with a requirement to represent the Business Unit during Emergency Operations Centre activations.

Note: The successful candidate must complete Incident Command System 100 and Basic Emergency Management within the first year of employment.

- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

- Position Type: 1 Temporary (up to 23 months)
- Compensation: Pay Grade 13 $50.92 - 68.15 per hour
- Hours of work: Standard 35 hour work week.
- Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
