The permanent Finance Lead role will be reporting to the Finance Manager of Planning & Development Services supporting the City and Regional Planning business unit, and the temporary role will be reporting to the Finance Manager of Operational Services supporting the Mobility business unit. These positions provide leadership and guidance, financial expertise, business acumen, advice, reporting and interpretation of financial information for the respective business units. Primary duties include:
- Business and strategic planning: participating in management meetings and providing leadership, financial expertise and advice to help business units in achieving their goals.
- Provide financial analysis and support of operations: working closely with the Finance Coordinators on business unit operating and capital budgets.
- Participate in business unit committees and projects: participating in key roles, collaborating with the business unit by providing financial advice on various working committees and projects.
- Ensure internal controls/management audits: develop and ensure proper internal controls, accounting policies and processes are in place and adhered to.
- Support and integrate industry, corporate, portfolio and business unit policy changes and process: ensuring integrity and consistency of financial information, and adherence to City wide policies and procedures.
- Provide business analysis and recommendations as to the efficiency, effectiveness, and scope of business activities.
- Manage and provide guidance and direction to staff.
Qualifications
- A degree in a relevant discipline plus a professional accounting designation such as a Chartered Professional Accountant (CPA).
- At least 8 years of related financial/accounting experience in progressively more responsible positions.
- Equivalent combinations of experience and education may be considered.
- Extensive financial experience from both a corporate and operational perspective and expert knowledge of financial and accounting processes.
- Previous leadership, audit and/or financial reporting experience will be considered an asset.
- Solid strategic leadership and management capability to achieve results that are aligned with organizational goals, nurturing an environment to strengthen the workplace, and political acumen.
- Strong customer focus is required as well as the ability to build relationships with business clients and colleagues.
- Competencies required for successful performance in this position include ability to inspire and motivate staff to achieve results in an environment of significant change and shifting priorities. Excellent analytical and managerial skills, focused on an assessment of risks and opportunities, with proven ability to achieve compliance with difficult and/or unpopular decisions. Well-developed communication skills and effectiveness in working with senior levels of the organization.

Workstyle
- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
Position and Pay Information
- Business Unit: Finance
- Union: Exempt
- Position Type: 1 Permanent and 1 Temporary (up to 24 months)
- Compensation: Level M2 $133,008 - 166,260 per annum
- Hours of work: Standard 35-hour work week.
- Days of work: This position works a 5-day work week earning 1 day off in a 3-week cycle.
