Calgary Housing (CH) is a wholly-owned subsidiary of The City of Calgary. CH is a purpose-driven social enterprise and the largest housing operator in Calgary, providing safe and affordable housing to more than 27,000 Calgarians. As a Procurement Advisor, you will prepare and coordinate the procurement of materials, supplies, services and equipment needed to conduct operations and capital development. You will draft and coordinate the competitive procurement process of Requests for Tenders, Requests for Proposals, and quotes in coordination with CH procurement policies and trade agreements. You will also act a liaison between internal clients, external vendors and senior members of the Supply team. Primary duties include:
- Prepare tenders, proposals, Service Order Requests (SORs), quotes, addendums, letters, contracts, and change orders.
- Review scopes and terms to align with trade agreements and contract law.
- Review and finalize documents with supply team and internal clients.
- Post opportunities on Alberta Purchasing Connection, update and close out.
- Coordinate and attend RFx meetings with clients, receive and review bids, proposals, and quotes for compliance.
- Prepare RFP evaluation documents and evaluator sheets, provide bids and RFP documents to evaluators and coordinate receipt of reviews.
- Train new evaluators and review and evaluation process.
- Update and finalize evaluation documents, advise vendors of award.
- Draft Memorandum of Agreements (MOAs) and get electronic signatures.
- Review and approve purchase orders on behalf of CH.
- Set up and maintain vendors and contract details in the electronic management system.
- Monitor Supply team Mailbox and Vendor dashboard, respond to inquiries as needed.
- Obtain updated insurance certificates.
- Maintain a record of work steps and RFx lifecycles, Contractor Call List and Vendor Contract files/folders.
- Educate internal clients on procurements, contracts, Purchase Orders, and evaluations.
- Assist with vendor management, data collections and new technology testing and reviewing and updating templates.
Qualifications
- A completed 2 year diploma and at least 3 years of related experience in contracts, procurement, expediting, or a related supply chain field.
- Experience drafting residential construction contracts is required.
- Preference will be given to applicants with residential operational procurement experience.
- Experience interpreting construction legal agreements is also preferred.
- Certification as a Supply Chain Management Professional (SCMP), Certified Supply Chain Professional (CSCP), Certified in Planning and Inventory Management (CPIM), Project Management Professional (PMP) or related designation will be considered an asset.
- Public purchasing experience will be considered an asset.
- Excellent communication skills and the ability to convey information, ideas, and requirements clearly, persuasively, and diplomatically.
- Strong organizational skills, time management, well-developed problem-solving skills and the ability to manage multiple competing priorities.

- Position Type: 1 Permanent and 1 Temporary (up to 12 months)
- Compensation: Pay Grade 8 $39.00 - 52.14 per annum
- Hours of work: Standard 35 hour work week.
- Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
