Chief Strategy and Governance Officer
About the role
The Chief Governance and Strategy Officer (CGSO) is a key role on the executive leadership team, providing leadership and oversight for portfolios that support governance frameworks and deliver centralized support services to the organization. The CGSO is also responsible for advancing ASEBP’s organizational strategy by proactively identifying, assessing, and enabling future opportunities that align with strategic priorities, and by embedding a strategic lens into decision making and planning across the organization.
Reporting to the Chief Executive Officer (CEO), this role operates with an organization-wide lens to balance risk, strategy, governance, service quality and fiscal responsibility in an accountable environment.
Your Key Responsibilities
Strategic Leadership
- Lead the development and implementation of a multi-year strategic direction for portfolio areas, aligned with ASEBP’s overall strategy.
- Translate strategic plans into clearly defined outcomes, success measures and initiatives.
- Evaluate emerging trends, risks, and opportunities affecting ASEBP and the broader education and public sector environment.
- Act as a member of the executive leadership team, contributing to decisions that impact ASEBP as a whole.
- Collaborate with other chief executive team (CET) members to ensure alignment and prioritization across portfolios.
- Support change initiatives and corporate priorities beyond functional portfolios.
- Ensures compliance with applicable legislation, policies, and governance frameworks.
- Provides strategic advice, reporting and recommendations to the CEO, trustees and committees.
Portfolio Stewardship and Accountability
- Holds end-to-end accountability for portfolio performance and outcomes. The focus area is on centralized services and corporate governance in the organization, however specific portfolios may shift based on business needs.
- Ensures programs, services and other initiatives are delivered efficiently, effectively and in alignment with ASEBP’s values and mandate.
- Oversees budget, operating and resource planning for the portfolio and in alignment with any applicable policies and procedures.
- Escalates issues requiring Trustee approval or organizational alignment, with clear analysis and recommended options.
Supporting Teams and Leaders
- Leads through senior leaders (e.g., Directors), setting expectations for leadership excellence and accountability.
- Fosters a culture of collaboration, continuous improvement, inclusion, and ethical decision making.
- Champions talent development, succession planning, and leadership capability within the portfolio.
Your Education and Experience
- Completion of a bachelor’s degree in a related field. Completion of a master’s degree is an asset.
- A minimum of 10 years of experience in senior leadership positions.
- Experience working with complex and politically sensitive environments, coupled with several years of progressive management experience.
- Experience in the benefits industry, preferably in health & welfare trusts and/or providing benefits to the education sector.
A combination of education and experience may be considered.
Your Abilities
- Transformational leadership skills, including high positive psychological capital and emotional intelligence.
- Project management experience including overseeing the design, development, and implementation of new business processes.
- Understand and work within corporate governance frameworks, and/or enterprise risk management,
- Excellent skills and demonstrated ability at building and maintaining relationships with a wide variety of individuals and groups; previous work with unionized client groups is an asset.
- Excellent planning and organizational skills, with the ability to develop, implement, and evaluate policies, business plans and initiatives.
- Demonstrated understanding and successful application of change management processes.
- Strong decision making, analytical and problem-solving skills.
- Strong written and verbal skills with an ability to effectively communicate complex health and benefit information to a variety of audiences.
- Ability to understand business strategy and direction with the ability to articulate and identify how innovation can support this.
- The ability to leverage insights and opportunities from data and metrics to build strategies and recommendations in the health benefits and disability management industry.
Unique Working Conditions
This position is eligible to participate in the hybrid workforce program. Please note that while this position offers a hybrid work environment, successful candidates are required to be located in the Edmonton area, as in-office presence is essential to foster collaboration and team dynamics.
