Position: Customer Service and Collection Development Librarian (LIB2) Division: Circulation and Technical Services Reports to: Chief Executive Officer Purpose and Scope: The Customer Service and Collection Development Librarian (LIB2) leads the selection, acquisition, cataloguing, and stewardship of print and digital materials across the library system. This role develops and implements collection development policies; ensures accurate metadata and discoverability and collaborates with colleagues and vendors to keep the collection relevant, accessible and aligned with user needs and budgets. The position also oversees technical services operations, integrated library systems and select public-facing technology and customer services. Duties and Responsibilities: Collection development and acquisitions: Responsible for the development and implementation of the collection development policies and strategic plans. Select books, digital resources and media based on community needs and library budget. Oversee ordering, receiving, invoicing and processing workflows. Assess collections; identify gaps, improvements and weeding. Collaborate with staff and community partners to gather recommendations. Oversees and forecast collection budgets; track expenditures and ROI. Monitor publishing trends, national practices and emerging information resources. Cataloguing and Metadata: Perform original and copy cataloguing using RDA, MARC, and local practices. Manage authority files and ensure controlled vocabularies are applied consistently. Ensure accuracy, completeness, and consistency of bibliographic and item records. Maintain clear cataloguing procedures and metadata documentation. Technical services and systems: Plan, develop, and maintain the Integrated Library System (ILS) and related automation for staff and patrons. Select, configure, and evaluate online databases and discovery tools; maintain the catalogue and ILS. Collaborate on acquisitions, cataloguing, and processing to improve efficiency and quality. Train staff and provide first-tier technical support for library systems, online resources, and equipment. Troubleshoot and maintain library equipment; liaise with the QW IT department and manage connectivity providers. Develop and deliver tech-related services and community training. Stay current on issues and innovations in technical services and library operations. Operations and logistics: Oversee daily mail, interlibrary loan (ILL), and materials handling; ensure timely delivery to all locations. Ensure new materials are processed, labeled, and distributed accurately and on time. Manage supply inventories; draft, maintain, and update procedures; communicate changes system-wide. Prepare reports, usage statistics, and collection metrics to inform decisions. General Duties: Anticipate and adapt to change with a sense of optimism and opportunity. Be well informed of library policies. Provide assistance to all library users in a manner that is warm, welcoming and respectful. Demonstrate a good working knowledge of the range of programs and services offered by the library. Demonstrate loyalty and commitment to the organization. Ensure adherence to the Occupational Health and Safety Act and Library policies where applicable. Be well informed of circulation duties and perform the same. Contribute to special projects. Education/Specialized Training/Skills: This position will require: Master’s Degree in Library and Information Science from an accredited university. Strong knowledge of RDA, MARC, authority control, and collection development principles. Proven ability to use and manage an ILS and related automation; familiarity with e-resources, digital archives, and discovery platforms. Ability to analyze professional and technological problems and propose effective solutions. Excellent communication, collaboration, and customer service skills; ability to mentor staff and work with diverse stakeholders. Proven ability to work both independently with minimal supervision and collaboratively in teams. Ability to establish and maintain effective relationships with vendors, partner groups, external agencies, and the public. Awareness of emerging rends; creative problem-solving and troubleshooting with professionalism in unexpected situations in libraries. Nice to have: Although not required, the following would be considered an asset to the position. Specialization in technology/digital services. Health and Safety Committee Certification. First Aid Training. Work Experience: The position requires a minimum of two (2) years of related experience in both a public library environment and an administrative role, including a minimum of one (1) year of supervisory experience. Relevant public library and/or technology-related experience, collection development and cataloguing experience. Decision Making: This position requires sound judgment and is responsible for making day to day decisions affecting the efficiency of the department referring complex decisions to the CEO. Supervision and Leadership: Supervise circulation and technical services staff, including scheduling, training, mentoring, and performance evaluation. Serve as department lead in the absence of senior staff, including responsibility for staff, facilities, and health and safety. Act as backup supervisor for other departments as required; Serve as a system-wide resource for materials handling and processing concerns. Participate on committees, task teams, and special projects or events. Foster a positive, respectful, customer-focused environment. Work Environment: Work in an office environment on a regular basis. Work daytime, evening and weekend shifts. Be able to lift up to 35 lbs. Potential to work at both locations and travel between them.
