About the role
Under the general direction of the Manager of the Traffic Signals Branch, the Supervisor Lighting Systems is responsible for the planning, design, coordination, and financial management of the City of Winnipeg’s street and pathway lighting systems in accordance with Council policy and approved budgets. This role oversees the $13M annual street lighting budget, ensures billing accuracy with Manitoba Hydro, and manages operating funds for maintenance, upgrades, and materials. The position leads and reviews lighting designs using industry-standard modelling software and coordinates closely with internal City departments, Manitoba Hydro, Biz Zones, and other stakeholders on capital projects, decorative lighting, and pathway illumination. The Supervisor Lighting Systems also provides technical support across departments, reviews underground structure lighting designs, and responds to public lighting requests and complaints through 311.
As the Supervisor of Lighting Systems**, you will:**
- Manage the annual street lighting budget and reconcile Manitoba Hydro invoices for Street Lighting, Park Lighting and Bridge Lighting.
- Design Roadway, Park, Bridge and Pathway lighting using industry-accepted standards and modelling software.
- Manage City-owned lighting and Biz Zone decorative lighting maintained by Manitoba Hydro.
- Review all Underground Structures (UGS) lighting drawings for design and billing accuracy.
- Coordinate lighting that can be accommodated on the traffic signals infrastructure with traffic signals and Manitoba Hydro.
- Review and respond to lighting requests and complaints from 311. Provides technical leadership and oversight for street lighting design and operations, ensuring compliance with standards, effective collaboration and staff management.
Your education and qualifications include:

Registered as a Professional Engineer (P.Eng.) or equivalent with Engineers Geoscientists Manitoba.

Successful completion of the Course: Lighting Analyst Illumination Engineering Software AGI32 is required, or to be obtained within 1 year.

Successful completion of the Course: IES Roadway Illumination is required, or to be obtained within 1 year.

A minimum of seven (7) years relevant engineer experience and two (2) years working with roadway/transportation lighting operation.

Experience in the interpretation of engineering plans, specifications, policies and written procedures.

Experience with Geographic Information System (GIS) programs, preferably with Geomedia, Esri and/or QGIS.

Experience with project management and managing onsite construction projects.

Experience in applying lighting design related to transportation facilities, following current construction/maintenance practice and technical standards.

Demonstrated strong leadership skills with the ability to direct and coordinate the work of subordinates.

Strong verbal and written communication skills.

Knowledge of current and emerging street lighting and illumination codes and standards and their application (including the Canadian Electrical Code, Transportation Association of Canada and Illuminating Engineering Society).

Ability to plan and organize multiple competing priorities.

Strong interpersonal skills with the ability to establish positive and maintain effective working relationships with engineering consultants, contractors, peers/staff, elected officials, and the general public.

Proficiency with Microsoft Office software (Excel, Word, Outlook).

Conditions of employment:
- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- Registered as a Professional Engineer (P.Eng.) or equivalent with Engineers Geoscientists Manitoba or ability to obtain within one (1) year.
- Possess and maintain a valid Class 5 Manitoba Driver’s License.
- Must provide own vehicle for transportation while on city business.
- Must be physically capable of performing the duties of the position, including working outdoors under unfavorable weather conditions, where required for work assignments.
